Description

The Auditor of Public Accounts (APA) is a constitutional office led by the elected Auditor of Public Accounts,Allison Ball. The Commonwealth Office of the Ombudsman (COO), an office within the APA, serves Kentuckians whoreceive public services through the Cabinet for Health and Family Services (CHFS), ensuring the Cabinet isheld accountable by providing recommendations to improve its performance. We answer questions about CHFSprograms, investigate customer complaints and work with CHFS management to resolve them, advise CHFSmanagement about patterns of complaints and recommend corrective action when appropriate. The COO aims to beconscientious and responsive and provide meaningful feedback to Cabinet staff to improve customer service andsatisfaction and Cabinet effectiveness.

The Office of Program Performance within the Office of the Ombudsman is committed to ensuring the citizens ofthe Commonwealth of Kentucky receive the correct benefits and have proper access to public assistance programsadministered by the Cabinet. With a focus on SNAP, Medicaid, KTAP, and other public assistance programs, theOffice works to provide accurate reviews and valuable feedback to state and federal partners.

In the Division of Program Access Compliance, you will be a member of a team that is charged with conductingQuality Control Reviews in the Cabinet for Health and Family Services (CHFS) Department of Community BasedServices (DCBS) County Family Support Offices statewide. The principal objectives of the team are to serve asa mechanism to improve case work accuracy and enhance the quality of customer services provided by DCBS to thecitizens of the Commonwealth of Kentucky.

Key Responsibilities :

  • Provide technical assistance to management, Quality Control, and field staff in the interpretation as itrelates to resolving errors.
  • Examine a valid random sample of cases to determine the accuracy, promptness, and compliance of laws,regulations, and policy procedures as mandated by federal, state agencies.
  • Assure federally set access procedures and formats are utilized appropriately and accurately in a timelyand complete manner.
  • Collect and analyze data for compliance verification purposes.

Preferred Knowledge, Skills and Abilities :

  • 4 years experience in Adult Medicaid processing vendor payment cases
  • 2 years experience processing Medicare Savings Program cases
  • Should be skilled in Microsoft office programs
  • Excellent written and verbal communication skills
  • The ability to travel throughout the state to achieve Division objectives.
  • Travel may be required toconduct job duties.
  • Occasional overnight travel may be required to perform job functions.
  • Minimum Requirements

    EDUCATION : Graduate of a college or university with a bachelor's degree.

    EXPERIENCE, TRAINING, OR SKILLS : Three years of experience in reviewing, monitoring, determining eligibility for, or administering he Supplemental Nutrition Assistance Program, Kentucky Transitional Assistance Program, Medical Assistance, Child Care Assistance Program, or other public assistance programs.

    Substitute EDUCATION for EXPERIENCE : NONE

    Substitute EXPERIENCE for EDUCATION : Experience in social work, counseling, providing direct services to individuals and / or families (i.e., employment services, community action agencies), or experience in reviewing, monitoring, determining eligibility for and / or administering the Supplemental Nutrition Assistance Program, Kentucky Transitional Assistance, Medical Assistance Child Care Assistance Program, or other public assistance programs will substitute for the required education on a year-for-year basis

    Working Conditions

    Work is typically performed in an office setting. Occasional travel is necessary.

    Probationary Period

    This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
