Position Summary :

The Program Manager (PM) will provide overall contract leadership, technical direction, and day-to-day oversight to ensure successful execution of all requirements under the BPA and associated Call Orders. Serving as the primary interface with the Government, the PM will coordinate across stakeholders, manage resources, and oversee all task areas to ensure deliverables and performance measures are met. The PM will ensure effective governance, quality assurance, and alignment with the Government's mission, particularly in the areas of public safety communications and multi-state / national program support.

Required Qualifications

  • Experience : Over 10 years of experience in Program Manager and / or Project Manager roles with increasing levels of responsibility managing large-scale programs.
  • Education : A bachelor's degree or higher from an accredited institution.
  • Contract Management : Demonstrated success managing large-scale program support services contracts , including oversight of multi-task environments, subcontractors, and geographically dispersed teams.
  • Public Safety Communications Expertise : Relevant knowledge and experience managing multi-state and / or national public safety communications programs or projects .
  • Key Responsibilities :

  • Alignment with PWS Task Areas The PM will ensure coordinated and integrated management across all BPA task areas, including :
  • Public Safety Stakeholder Engagement : Lead stakeholder coordination at national and multi-state levels, ensuring alignment of priorities and transparent communication with the public safety community.
  • Internal and External Communications : Oversee development and delivery of strategic communications to support program awareness, stakeholder engagement, and information sharing.
  • Data Analytics : Direct the integration of data collection, analysis, and reporting into program decision-making, ensuring timely , actionable insights for the Government.
  • Program Management : Provide overall program planning, scheduling, risk management, resource allocation, and cost control across all BPA Call Orders.
  • Performance Management : Implement performance measurement frameworks and continuous improvement processes to meet or exceed individual Call Order performance standards.
  • Telecommunications Engineering Support : Coordinate technical expertise to ensure effective planning, design, and sustainment of telecommunications and wireless solutions.
  • Business and Wireless Network Investment Support : Guide financial and strategic planning for infrastructure investments, ensuring alignment with stakeholder needs and mission priorities.
  • Administrative Support : Ensure accurate , timely , and compliant program administration, including reporting, documentation, and support to Call Order requirements.
  • Proposal Participation and Oral Presentations The PM will play an active role in the proposal development and review process , including participation in solution refinement, compliance reviews, and strategy sessions. The PM will also serve as a key representative during oral presentations , demonstrating knowledge of the technical approach, management strategy, and ability to lead the proposed team.
  • Value to the Government :

    The proposed PM brings a proven record of leading large, complex, and multi-state programs with direct applicability to the PWS task areas. With more than 10 years of management experience, a strong educational background, and hands-on expertise in public safety communications, the PM ensures that all BPA and Call Order requirements are met with the highest standards of performance, accountability, and responsiveness. By actively participating in proposal reviews and oral presentations, the PM also provides the Government confidence in the Contractor's ability to deliver seamless transition, stakeholder engagement, and operational excellence across all program areas in support of mission objectives .
