MHP is hiring a Hybrid Program Manager who will provide on-site supervision and assistance to staff three times a week and report to the Senior Program Manager as required. The other two days weekly, the Program Manager will conduct duties outlined for the Philadelphia ACCESS Outreach Program reporting to the Division Director.

The Program Manager will oversee program schedules and staff development. The Program Manager will also maintain

positive relationships with participants and develop activities to help them work towards achieving their recovery goals and

help to maintain electronic health record requirements.

The Program Manager of ACCESS Outreach program provides overall services coordination of the outreach teams and will

provide daily on-site supervision and assistance to the ACCESS teams. The Program Manager will report weekly or as-needed

to the Division Director. This position will report on all participants in need of referral services and maintain relationships

with other groups who support the homeless population and will communicate with Division Director and other community

team supervisors regarding trends, problems, or special needs that arise on the streets and coordinate with other agencies

to resolve the challenges.

The position is located at 3119 Spring Garden St, Philadelphia, PA 19104, with an in officer schedule, Monday - Friday, 8 : 00 AM - 4 : 00 PM, with a starting salary of $55,000 annually. As an MHP employee, you will have access to the following benefits :

WHAT YOU'LL DO

  • Leads the overall service coordination consistent with MHP regulatory guidelines; establishes and implements operational procedures and monitors participant visits.
  • In conjunction with the Senior Program Manager, hires, trains, evaluates and develops staff in support of MHP and Recovery core policies, practices and principles; address and monitor the specific goals and assignments of each staff member by facilitating weekly one / one supervisory meetings. Manages program staff schedule.
  • In conjunction with Senior Program Manager, designs activities and programs that support participants’ goals.
  • Supervises staff in implementation of these activities and programs.
  • Engage family, friends and other supporters per participants in their recovery goals (if applicable).
  • Ensure proper application of program, agency, and quality assurance and compliance procedures.
  • Work with participants and staff as needed to ensure continuity of care.
  • Ensures staff obtains necessary information during the intake process, and that they collaboratively document participant progress in MHP’s electronic health records system; approves entries as required.
  • Handles critical situations and provides safety and reassurance to all participants, and staff members.
  • Provide data for written reports requested by city, state, or federal funding sources.
  • Responsible for shared on-call duties.
  • Responsible for weather related duties as needed such as shoveling, etc.
  • Attends and testifies at unemployment hearings as needed.
  • Reports any activities that may violate established laws, regulations, policies or procedures. Raises questions about any actions contrary to law or policy taken by another staff member or employee or yourself, and reports the matter to management or to the Director – Compliance and / or Human Resources.
  • Other duties as assigned to fulfill MHP’s mission..
  • Requirements :

  • Minimum of a high school diploma required; Associate’s Degree preferred.
  • 2+ years of mental health experience (including internships or volunteering).
  • 2+ years of supervisory experience (including internships or volunteering).
  • Credentialed as a Certified Peer Specialist is a plus.
  • Must possess basic computer skills to perform job duties including desktop computing, e-mail, time sheet management, electronic health records, internet research, etc. using relevant software; must be proficient in Microsoft Word and Excel.
  • Must be able to work under pressure and meet deadlines, while maintaining a positive attitude and providing exemplary customer service.
  • Patience and tactfulness; ability to work cooperatively with a wide variety of individuals including participants with mental health conditions, alcohol and drug abuse recovery.
  • Strong skillsets in oral and written communication, cultural competence, interpersonal relationships and teamwork, attention to detail, customer service, time management, autonomy, problem solving and organization.
  • Ability to work independently and to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
  • Must possess a valid driver’s license in good standing.

  • PHYSICAL DEMANDS

    While performing the duties of this job, the employee is required to :

  • Sit at a desk with ergonomically appropriate equipment.
  • Lift up to 15 lbs.
  • Ability to maintain regular, punctual attendance and be available for flexible work schedule, including evenings and
  • weekends and / or overtime as needed.
  • Ability to safely and successfully perform the essential job functions consistent with ADA, FMLA and other federal state and local standards, including meeting qualitative and / or quantitative productivity standards.
  • Frequent talking and listening. Must be able to talk, listen and speak clearly and accurately; possible exposure to loud and / or vulgar language and hostile gestures, given participant mental health diagnoses and challenges.
  • Must be able to travel within the community that may not be handicap accessible : walking and / or drive agency vehicles, depending on the needs of the program. Ability to use public transportation, move around inner-city neighborhoods daily, including in inclement weather, carry computer equipment, and ascend / descend stairs carrying computer equipment.
  • Must be able to travel to all sites supported, and MHP’s main offices as needed.
  • Ability to drive a multi-passenger van and physically support passengers during ingress / egress as needed and / or assist disabled individuals in an emergency evacuation..
