Qualis LLC is seeking a detail-oriented and experienced Airspace Management Program Analyst to support Pacific Air Forces (PACAF) Headquarters under the PADRSS2 contract. This role provides subject matter expertise and programmatic support in managing installation and regional airspace requirements, ensuring alignment with Department of the Air Force (DAF) and Indo-Pacific Command (INDOPACOM) mission needs. This position supports PACAF A317 and plays a key role in mission sustainment, airspace access, and encroachment mitigation activities. The work is performed on-site at Hickam AFB, Hawaii.
Essential Duties :
- Support development and advocacy of airspace proposals to enable DAF and PACAF operational missions.
- Serve as a liaison with internal and external stakeholders, including Air Staff, MAJCOMs, FAA, Department of State, and international partners.
- Analyze DAF, DoW, and international airspace policies to ensure compliance with operational and training requirements.
- Track and assess impacts from airspace encroachment, leveraging tools such as the Mission Compatibility Analysis Tool (MCAT).
- Assist in development and implementation of PACAF-specific guidance to mitigate risks to airspace access.
- Represent PACAF in interagency forums and public hearings, supporting negotiation and environmental coordination processes.
- Provide subject matter support to PACAF’s Mission Sustainment Working Group and sUAS (small Unmanned Aircraft Systems) Program.
- Assist units in establishing, maintaining, and operating sUAS programs in accordance with AFMAN and FAA guidance.
- Coordinate counter-UAS efforts in collaboration with PACAF / A4S.
- Maintain program documentation, develop status reports, and assist in compliance tracking per contract and DoD requirements.
Requirements
Required Qualifications :
Bachelor’s degree in Aviation, Aeronautics, Public Policy, or related field (experience may substitute for degree).3+ years of experience supporting airspace management, operations planning, or mission sustainment in a DoD or government environment.Knowledge of airspace policy, environmental coordination, and regulatory frameworks (FAA, DoD, USAF).Strong analytical and organizational skills, with the ability to manage multiple concurrent projects.Excellent interpersonal and communication skills; able to interface with senior military and civilian stakeholders.Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).U.S. Citizenship.Active Secret security clearance (or ability to obtain one).Desired Qualifications :
Prior experience working with or for PACAF, INDOPACOM, or other MAJCOMs.Familiarity with Mission Compatibility Analysis Tool (MCAT).Understanding of sUAS operations and certification processes.Experience in encroachment management and airspace risk assessment.Familiarity with SharePoint, Confluence, or other collaboration platforms.Benefits
