Main Purpose of Job
The main purpose of this position and how it relates to the mission of the agency. The Budget Director position has primary responsibility for the day-to-day operations of the D epartment of Human Resources (DHR) Budget Management Division (BMD) which includes overseeing all phases of budget management planning development negotiation execution and monitoring. This position monitors and executes the agencys budget including proper fiscal addition the Director is responsible for management of state-wide accounting and budgeting systems. Direct supervision is provided to three fiscal managers responsible for four to six staff members each .
POSITION DUTIES
MINIMUM QUALIFICATIONS
E ducation : A Bachelors degree from an accredited college or university in Business Administrati on Finance Accounting Public Administration Public Policy or related a rea .
Experience : Five years of professional experience in analyzing and developing financial budget and control systems across multiple programs including two years of experience with Maryland State budgeting procedures and one year of supervisory experience.
Notes : Applicants may substitute one year of professional accounting or auditing experience for one year of the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The Ideal candidate will possess the following :
One year of experience of program budgeting and allocation of financial resources.
One year experience in the interpretation of State and Federal Statutes and regulations.
One year of experience interpre ting appropriations-related legislation and policies.
One year of experience working in a federal state or municipal government accounting or finance systems .
