POSITION TITLE : Director of Public Safety

DEPARTMENT : Public Safety

LOCATION : Ridgefield, WA

REPORTS TO : Tribal Manager

FLSA STATUS : Exempt

SALARY RANGE : $174,928.00 - $218,712.00

Position Summary :

Achieves the Department of Public Safety’s goals and objectives by planning, directing, monitoring, and evaluating the daily operation of all departmental functions and staff. Ensures the efficient and effective provision of law enforcement services to meet the needs of the Cowlitz Indian Tribe residents. Honors and represents the mission, vision, values of CIT and Public Safety department.

Essential Duties & Responsibilities :

  • Develops and implements a strategic plan to maintain capacity to deliver services that result in a positive and appropriate outcome for the CIT serviced by the Department of Public Safety.
  • Directs the establishment, implementation and communication of goals, objectives, policies and procedures in accordance with strategic plan and applicable laws, regulations, ordinances and regulatory agencies.
  • Increases management's effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining supervisors; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; providing and participating in educational opportunities.
  • Hosts regular staff meetings to ensure communication among personnel regarding program-related activities.
  • Contributes to departmental effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions; implementing directives.
  • Directs the monitoring and evaluation of contract compliance and quality control.
  • Ensures compliance with the CIT code, state, and federal policies, procedures, rules, and regulations.
  • Prepares and manages the Department budget; coordinates financial and budget activities for maximum operational efficiency.
  • Directs the procurement and allocation of necessary equipment, materials, and facilities.
  • Establishes effective grant and other revenue development programs for the continuation and expansion of program services.
  • Assures effective and efficient implementation of grant monies and program compliance with policies and regulations imposed by funding sources.
  • Administers daily police activities through subordinates.
  • Establishes and directs enforcement of performance standards and conducts guide for all commissioned and civilian personnel.
  • Takes calls directly from citizens, employees and other officials regarding police business.
  • Meets daily with the Police Commander to discuss personnel issues; meets weekly with administrative assistant to get updates on issues regarding training and personnel.
  • Directs training and re-certification provisions for all staff; oversees the recruitment and hiring of qualified cadets, commissioned, and civilian personnel.
  • Serves as liaison between the CIT, BIA, and other law enforcement agencies in matters related to law enforcement operations and training; negotiates contracts and agreements.
  • Plans, implements, and maintains a public relations program to promote community involvement and public safety; educates the community on the functions of the Department of Public Safety.
  • Prepares administrative, statistical, and fiscal reports and presents to Tribal Manager, Executive Council, Tribal Council, and other agencies or departments as requested or required.
  • Keeps leadership and other departments informed of status of Department activities by attending meetings and submitting reports.
  • Ensures that the tribal sovereignty and the jurisdictional powers and authority of the Department are recognized and observed by all domestic and foreign law enforcement agencies and their personnel.
  • Ensures that any complaints against the Department or its personnel are handled effectively and in a timely manner.
  • Meets with Field Training Officer in the planning and hosting of various training opportunities.
  • Serves on boards and committees as required or requested.
  • Maintains current working knowledge of trends in law enforcement.
  • Operates as member of a team and independently at incidents of uncertain duration; advises and assists department personnel; performs complex tasks during life threatening emergencies.
  • Enhances professional growth and development through participation in seminars, educational workshops, classes and conferences.
  • Encourages a positive working relationship between the Department of Public Safety, other departments, and the community at large.
  • Performs other duties as assigned.
  • Knowledge, Skills, and Abilities :

  • Knowledge of relevant laws, regulations and rules pertaining to law enforcement and the Cowlitz Indian Tribe.
  • Knowledge of current law enforcement principles, practices, methods, and techniques.
  • Knowledge of the Cowlitz Indian Reservation including paved and unpaved roads, highways, streets, and locations.
  • Knowledge of management principles and supervisory techniques.
  • Knowledge of current information technology trends and practices relating to law enforcement and communications.
  • Knowledge of the general principles of grant writing.
  • Knowledge of budget preparation.
  • Knowledge of and sensitivity to tribal customs and beliefs.
  • Skill in supervising, training, and evaluating assigned staff.
  • Skill in preparing, reviewing, and analyzing operational and financial reports.
  • Skill in making effective decisions in emergency situations.
  • Skill in the safe and effective operation and maintenance of law enforcement equipment.
  • Skill in the safe operation and handling of motor vehicles.
  • Ability to exercise initiative and judgment in interpreting and applying policies and regulations.
  • Ability to operate various word-processing, spreadsheet, and database software programs.
  • Ability to ensure compliance with and follow standard safety practices and procedures common to law enforcement work.
  • Ability to successfully complete an approved Supervisory Enforcement Officer training after hire.
  • Ability to maintain confidentiality and use discretion when dealing with sensitive information.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to enforce the laws fairly and impartially with due regard for the rights and safety of individuals and the preservation of property.
  • Ability to quickly analyze data, draw logical conclusions, and make sound decisions.
  • Ability to demonstrate moral character, honesty, tact, fairness, lack of prejudice, and desire to help when dealing with people.
  • Ability to accept the dangers and stresses, regimentation, discipline, and time demands of police work.
  • Ability to establish and maintain effective working relationships with associate personnel and the public.
  • Ability to prepare accurate, complete, and legible reports and present detailed, accurate, and objective oral presentations and responses to questions.
  • Ability to meet the highest standards of professional conduct and ethics while on the job, and to maintain those same high standards when taking actions in their personal lives that could reflect on the Department.
  • Minimum Qualifications :

  • Bachelor’s Degree in Police Science, Criminal Justice, Public Administration, or related field preferred.
  • Eight years’ management and supervisory experience in rank of Commander required.
  • Must be a U.S. citizen.
  • Current certification from Indian Police Academy or Federal Law Enforcement Academy (F.L.E.T.C.) or State recognized Police Academy that qualifies for equivalency by the Washington State Criminal Justice Training Commission.
  • Ten years as a commissioned Federal, State, County, City, or Tribal Law Enforcement Officer.
  • Obtain and maintain CPR and First Aid Certifications within one year of hire date.
  • Valid driver’s license is required when driving vehicles for work-related purposes.
  • Must reside within thirty minutes of the Cowlitz Reservation.
  • Must be able to successfully pass a background screening / investigation according to the established requirements below.
  • Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT’s established safety policies regarding vaccine requirements and personal protective equipment (PPE).

    Background Investigation Requirements :

  • Pre-employment drug screen.
  • Reference checks, education and employment verification.
  • Federal, state, and / or tribal criminal history and sanction checks including fingerprint verification.
  • Has not been found guilty of, charged with, received a deferred sentence, received a conditional discharge of, or entered a plea of not contest to, or entered a plea of guilty to any one felony or misdemeanor crimes of violence, sexual assault, molestation, exploitation or sexual contact; prostitution; or crimes committed against person(s) or children.
  • Medical, psychological and stress examination or test.
  • Physical Demands :

    While performing the duties of this job, the employee frequently is required to talk and hear. The employee occasionally is required to walk, run, lift and climb during efforts to catch or subdue hostile individuals. The employee is required to have good reflexes of the arms and hands in order to draw and shoot firearms quickly and accurately. The employee frequently is required to use hands, wrists, and fingers associated with computer equipment. Situations will occur where prolonged sitting, driving, walking, or waiting is required. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and ability to adjust focus. Position requires occasional lifting of 50 lbs.

    Work Environment :

    Work is generally performed in a typical interior office setting and outdoor environment or vehicle. Exposure to dirt, dust, pollen, inclement weather, temperature extremes, traffic hazards, body fluids, hazardous chemicals, flames or burning items, various evidence, firearms, and unpleasant odors may occur. Exposure to hazardous, uncontrollable, and life-threatening situations and infectious disease may occur. Noise level is usually moderate to high. Tight time constraints and multiple demands are common. Travel is required for training, meetings, conferences, presentations, and other events. Evening, weekend, and / or holiday work may be required. Extended hours and irregular shifts may be required. Must be on call for emergencies.
