Position Title : Financial Systems Analyst I
Location : Naval Surface Warfare Center Philadelphia Division (NSWCPD), Philadelphia, PA
Clearance Requirement : Department of Defense Clearance (Active)
Work Schedule : Forty hour work week schedule with some overtime allowed. Approximately 95% on-site at NSWCPD; up to 5% travel as required.
Contingency : This position is contingent upon contract award
POSITION SUMMARY
The Financial Systems Analyst I will provide comprehensive financial management and analytical support to the Naval Surface Warfare Center Philadelphia Division (NSWCPD), specifically within the Compatibility Test Facility (CTF) Business Operations Support team. This position will assist in the preparation, tracking, and analysis of program budgets, support financial planning and reporting, and help ensure the effective allocation of resources in alignment with program goals and Department of Defense (DoD) financial regulations. The Financial Systems Analyst I will play a key role in supporting efficient business operations by integrating financial insight with programmatic and operational needs.
KEY RESPONSIBILITIES
- Provide financial management and analysis support, including preparation, monitoring, and reporting of annual budgets and resource allocations.
- Analyze organizational performance and assess the impact of programs, policies, and initiatives on budgetary outcomes.
- Assist in developing financial forecasts, cost estimates, and funding strategies to support program objectives.
- Maintain accurate records of financial transactions, budgets, and obligations in compliance with DoD and NAVSEA regulations.
- Support programmatic planning and coordination, ensuring alignment of financial resources with operational priorities.
- Track and report key performance metrics to management, identifying trends, variances, and areas for improvement.
- Assist in the preparation and review of financial documentation for audits, evaluations, and program reviews.
- Collaborate with cross-functional teams, including logistics, training, manpower, and engineering personnel, to ensure integrated business operations support.
- Identify opportunities for process improvements and contribute to the implementation of best practices in financial management and operational support.
- Provide technical advice and assistance to management regarding financial procedures, compliance requirements, and policy interpretation.
REQUIRED QUALIFICATIONS
Bachelor’s degree in Business, Finance, or Accounting from an accredited college or university.Minimum of three (3) years of relevant experience, including :Providing advice and technical assistance in the preparation of annual budgets.Measuring organizational performance and assessing the effects of programs and policies on financial outcomes.Strong analytical, organizational, and problem-solving skills.Ability to effectively communicate financial and programmatic information to management and stakeholders.CONTINGENCY NOTICE This position is contingent upon contract award.
