Revenue And Account Receivable Supervisor
The New York City Department of Transportation (DOT) strives to provide safe, efficient, and environmentally responsible movement of people and goods in the City of New York and to maintain and enhance the transportation infrastructure crucial to the economic vitality and quality of life of our primary customers, City residents. DOT oversees one of the most complex urban transportation networks in the world. DOT staff manages an annual operating budget of 1.5 billion dollars, along with 6,300 miles of streets and highways, over 12,000 miles of sidewalk, and nearly 800 bridges and tunnels. NYC DOT staff also installs and maintains over one million street signs, 13,250 signalized intersections, over 315,000 streetlights, and over 350 million linear feet of markings. In support of these efforts, the Fiscal Affairs unit within DOT is responsible for all capital & expenses payables, revenue collection and internal fiscal support. Under the general supervision of the Deputy Director of Fiscal Affairs and with latitude for independent initiative and judgment, the Supervisor of the Revenue and Accounts Receivable Unit of Fiscal Affairs will supervise 2 Assistant supervisors and perform the following tasks : Monitor the fiscal operation of city, federal, state and private grant funded programs to ensure compliance and assist programs in more efficient / effective approaches to program administration. Collect and analyze Open Cash Receivable (CRE) and Open Billed Receivable (RE) reports biweekly using Info Advantage in the city's Financial Management System (FMS). Research the programmatic implications of proposed policies, including identifying the impact to, Grant funded Personnel Services and Other Than Personnel Services budgets. In coordination with Grants, Budget and Operations unit, utilize various accounting strategies to determine if revenue targets will be met and advise stakeholders. Supervise and complete ad-hoc projects and assists with Annual Comptroller's exercises : Fiscal Year close & Single Audit. Ensure full compliance with all Federal, State and City policies and procedures. Collect and assemble data and prepares comprehensive reports to track revenue, associated expenditure, and operational activity by synthesizing multiple databases. Verifies accounting data for accuracy and completeness. Assign staff work, schedule and promote developmental training. Study and resolve challenging workflow problems; adjusts work procedures and methods to enhance effectiveness and efficiency. The supervisor will also be responsible with coordinating and attending meetings with the Comptroller's, office, OMB, Department of Finance and other City agencies in response to external requests and revenue related discussions.
Qualifications
1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing, and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial, or executive capacity or supervising a staff performing accounting or auditing work; or 2. A valid New York State Certified Public Accountant license and at least 18 months of satisfactory full-time professional accounting or auditing experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.
