SUMMARY : This position is responsible for providing supervisory case management services to a team of Protection and Safety workers. Case Leads will ensure case management procedures and practices are being followed in accordance with the Omaha Tribal Youth code. Case Leads will utilize the NFOCUS data system as required in accordance with the contract agreement.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following :
- Performs program planning, implementation, monitoring and evaluation of program activities to manage the day-to-day operational and technical functions of a specialized Tribal CFS program.
- Researches, reviews, analyzes and interprets federal regulations, federal laws, state laws, tribal laws and their administrative requirements to formulate appropriate policies, procedures, and interpretations for a specialized tribal CFS program.
- Drafts, develops, and implements policy, procedure, and program regulations related to assigned program(s) and ensures staff and service providers are working with uniform guidelines by evaluating and coordinating program policies and regulations(s).
- Researches, reviews, analyzes, and reports on federal regulations, state laws, Tribal Code and administrative requirements that may affect an assigned program for intent and meaning and to formulate appropriate changes in Tribal policies and procedures.
- Writes reports, position papers, impact statements and other documents to formulate policy material to cover specific areas of a tribal CFS program(s) by conducting research and meeting with other department staff, tribal programs, tribal CFS departments and state health and human service departments.
- Develops and prepares for submission required federal, tribal and state reporting documents and related forms.
- Develops quality assurance processes, program improvement plans and processes for performance accountability; coordinates and leads desk audits and on-site reviews of service providers and collects necessary date to evaluate, analyze and prepare written reports and recommendations.
- Researches established best practices and make recommendations to CFS staff, service providers and other community organizations for quality program service delivery.
- Develops the necessary resources and administrative support to ensure the program operates effectively and efficiently by coordinating with other departments or outside agencies.
- Develops informational releases concerning program activities including memos to CFS staff and the community.
- Additional duties as assigned

EDUCATION and / or EXPERIENCE :
Minimum of two years' experience in social work, sociology, counseling, guidance, psychology, child development or related field.Bachelor's degree in any of the above listed fields and minimum of two years' experience in social work, sociology, counseling, guidance, psychology, child development or related field preferred.CERTIFICATES and / or LICENSES :
Must have Valid Drivers License and be insurable by Tribal insuranceMust pass a Nebraska Child Abuse & Neglect Central Registry and Nebraska Adult Protection Service Central Registry.Must be free of any conviction by any State or the United States for a crime punishable by imprisonment in a penitentiary for a term of one (1) year, or more, or by any foreign government for a crime which would be punishable by imprisonment for a term of one year, or more, if committed in Nebraska, or must have been pardoned for such offense, or have had a conviction for offense overturned, or reversed by a court of competent jurisdiction.KNOWLEDGE, SKILLS / ABILITIES :
Plans, coordinates and presents program training for CFS staff.Familiarity with Omaha Constitution, Omaha Tribal Code, and Omaha Tribal culture preferred.PLEASE NOTE : P.L. 93-638, Indian Preference and Tribal Employment rights Ordinance.
