City of Palo Alto Utilities Department is ramping up major projects in infrastructure which need management support in the areas of :
- Financial Oversight – budget development, financial forecasting, source and use statement, and expenditure monitoring
- Performance Analysis – collect & analyze data, define metrics, and create meaningful statistical reports
- Project and Program Management – monitoring timelines, ensuring compliance, and providing accurate status reports
- Business Process Development – for service delivery modifications and new fiber-to-premises internet services
Qualifications
The Ideal Candidate will have experience in the above areas as well as :
A minimum of 3 years of analytical and technical experienceBachelor's Degree in business, public administration or a related fieldPublic sector experience to inform communication, procurement, hiring and compliance practicesA critical thinking, problem-solving and curious mindsetEnterprise-level financial management including Operating and Capital Budgets and Utility RatesKnowledge of oversight agencies related to utilities with experience in public mandate compliance reportingStatistical reporting experience along with comfort with public presentations to Council and boardsAdept with software and technology including Excel, ERP, CIS and customer portalsResponsibilities
Essential and other important responsibilities and duties may include, but are not limited to, the following :
May supervise clerical or support staff to include : prioritizing and assigning work; conducting performance evaluations, ensuring staff are trained; and making hiring, termination and disciplinary recommendations.Provides professional‑level staff assistance and preliminary analysis of routine policies involving organization, procedures, finance and / or services.Manages special division level studies and projects, which includes : setting up contracts; establishing and monitoring timelines; preparing requests for proposals; selecting consultants; ensuring compliance with applicable regulations, specifications, and / or requirements; monitoring project budgets; tracking projects; preparing related reports; and performing other related duties. May serve as a project lead and provides direction to lower level staff on assignments.Serves as a technical resource for City information in assigned area of responsibility.Prepares a wide variety of analytical reports on operations and activities in assigned area of responsibility.Reviews City Council Agenda items; ensures background information and supporting materials are available; assists departments in maintaining agenda standards.Conducts surveys and performs research and statistical analysis; prepares related reports.Participates in preparing requests for proposals for outside contractors.Assists with budget preparation and administration; assists departments in preparing cost estimates for budget recommendations.Performs related duties of a similar nature or level.Benefits & Work Environment

Eligibility – Sufficient education, training and / or work experience to demonstrate possession of the following knowledge and skills : Bachelor's degree in a related field and three years of professional experience in public or business administration, public affairs, or a related field; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
