Job description

Recreation Division Manager

The City of Kennesaw Recreation Division Manager is responsible for the Recreation Division in the Parks and Recreation Department. This position reports to the Parks and Recreation Assistant Director. Specific responsibilities include program and rental operation of parks and facilities, supervision of the Recreation Center Manager, Recreation Coordinator, Recreation Specialist and front desk staff. Through study of the recreational needs of the City and working closely with the public, the Recreation Division Manager optimizes use of the facility and manages staff in developing, recommending, and promoting programs and facility rentals.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervise, direct and evaluate assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Coordinate daily work activities; organize, prioritize, and assign work; create and distribute staff schedules; ensure adequate staffing for programs and events; monitor status of work in progress and inspects completed work; consult with assigned staff, assist with complex / problem situations, and provide technical expertise.

Oversee facility reservations and coordinate usage and set up to include opening and closing procedures

Coordinates the facility rental process and procedures.

Establishes schedules and methods for providing recreation services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.

Approves final schedules of classes, events and programs; reserves facilities and schedules grounds use; provides information and direction as needed;

Participates in the development of goals and objectives as well as policies and procedures; make recommendations for changes and improvements to existing standards, policies, and procedures; participate in the implementation of approved policies and procedures; monitor work activities to ensure compliance with established policies and procedures.

Develops, implements and maintains the recreation program budget; make recommendations regarding budget requests; monitor expenditures to ensure compliance with approved budget.

Conducts market research to determine customer satisfaction and opportunities to improve and / or add programs and services

ADDITIONAL FUNCTIONS :

Perform general customer service and administrative duties as required; receive and respond to inquiries, concerns and complaints of citizens regarding division programs, policies and / or personnel; attend meetings; assist customers; answer the telephone; prepare reports and correspondence; copies and files documents; enter computer data, etc.

Ensure departmental compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensure adherence to established safety procedures; monitor work environment and use of safety equipment to ensure safety of employees and other individual; initiate any actions necessary to correct deviations or violations

Communicate with supervisor, City employees, volunteers, instructors, vendors, the general public, or other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give / receive advice / direction.

Prepare or complete various forms, reports, correspondence, time sheets, schedules, performance evaluations, purchase orders, activity proposal forms, event action reports, production schedules, programs, newsletters, or other documents.

Receive various forms, reports, correspondence, invoices, instructor payment reports, personal checks, attendance records, time sheets, activity proposal forms, policies, procedures, catalogs, manuals, rules or other documentation; review, complete, process, forward, or retain as appropriate.

Maintain a comprehensive, current knowledge of applicable policies, procedures, codes, regulations; maintain an awareness of new issues, methods, equipment, trends and advances in the profession; read professional literature; maintain professional affiliations; participate in continuing education activities; attend meetings, conferences, workshops and training sessions as appropriate.

Serve as a resource to other staff and attend meetings, as needed.

Attend various continuing education meetings, seminars, and workshops.

Operate a personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

Performs other related duties as required.

KNOWLEDGE, SKILLS and ABILITIES

Data Utilization : Requires the ability to evaluate, audit, deduce, and / or assess data using established criteria. Includes exercising discretion in determining actual or probable consequences and in referencing such evaluation to identify and select alternatives.

Human Interaction : Requires the ability to act as a first-line supervisor, including instructing, reviewing work, maintaining standards, and coordinating activities.

Equipment, Machinery, Tools, and Materials Utilization : Requires the ability to operate, maneuver and / or control the actions of equipment, machinery, tools, and / or materials used in performing essential functions.

Verbal Aptitude : Requires the ability to utilize a wide variety of reference, descriptive, and / or advisory data and information.

Mathematical Aptitude : Requires the ability to perform addition, subtraction, multiplication, and division. May include counting, recording of counts, and basic measuring.

Functional Reasoning : Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning : Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

MINIMUM QUALIFICATIONS

Bachelor's Degree in Recreation Administration, Physical Education, Leisure Services or related field; supplemented by five to seven years of progressively responsible experience in recreation programming and facility operations; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Preference given for Master's Degree in those same areas. Must possess and maintain a valid Georgia driver's license. May be required to obtain and maintain the following certifications : CPR and Certified Parks and Recreation Professional.

Physical Requirements : This position classifies the physical exertion requirements as sedentary work involving lifting no more than 10 pounds at a time and occasionally lifting or carrying articles like docket files, ledgers, and small tools. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties. Jobs are sedentary if walking and standing are required occasionally, and other sedentary criteria are met.

Environmental Factors : Essential functions are regularly performed without exposure to adverse environmental conditions.
