Budget Analyst

Work in financial management budget administration, budget formulation, and budget execution. Work provides management oversight and guidance to the budget formulation and execution process. Performs work that follows established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment; and, typically learn to do the work through extended specialized experiences. Budget analysts, assigned to line program offices, often advise managers on the preparation, documentation, and submission requirements for budget requests; the relative costs analysis and benefits of alternative program plans; the allotments and sub-allotments of funds for distribution to program managers; the propriety of obligations and expenditures check results; and, provide guidance concerning the legal and regulatory aspects covering the use of funds. Performs work that requires a range of competencies in regard to budget operation, procedures, and program guidelines, concepts, guiding principles, techniques, and practices. This position is located in the Army National Guard (ARNG), Joint Force Headquarters (JFHQ), G-3 office of the Director. The purpose of this position is to perform analytical, technical, and administrative duties of budget formulation and justification, presentation, and execution. The incumbent in this position is responsible for the assigned Management Decision Packages (MDEP).

National Guard membership is required. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Participation in direct deposit is mandatory. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

This position is open to Area 1 Only. Current employees of the South Carolina Army National Guard (Tenure 1 and 2) are eligible. Temporary and indefinite employees do not meet permanent tenure requirements and are not eligible for Area 1. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

General experience requirements : All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

Specialized experience requirements : Is experience that prepares the applicant to perform the prescribed duties of the position. An applicant must demonstrate the following specialized experience competencies to qualify for a position identified by its applicable position description GS-Grade, financial management certification career level, and assigned military skills. This is a Financial Management Certification Level Two Position. The position's level of work requires the application of comprehensive financial management knowledge and technical proficiency combined with a broad knowledge of professional concepts, policies, and principles. Work also involves expanding skills, knowledge, and leadership abilities of high-potential personnel.

Other Title 32 Excepted Service Series GS-0560 Qualification Requirements : Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives. As a basis of continued Title 32 Excepted Service employment / appointment to a GS-0560 position, the employee must complete all Financial Management Program education and training. As a basis of continued Title 32 Excepted Service employment / appointment in the GS-0560 Budget Analysis position, the employee must meet the DoD directed civilian financial management certifications for the Budget Analysis position within two years of initial hire date or promotion appointment date. The NG Title 32 Excepted Service Budget Analysis employee must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan. The Title 2 Excepted Service employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and / or separation from federal service, when he or she fails to obtain the required Financial Management Certification and education requirements for the GS-0560 graded Budget Analysis position. All certifications are documented in the automated Learning Management Systems, as NGB Title 32 Excepted Service GS 0560 Qualification Standard 20 November 2016 directed by DoD, U.S. Department of the Army, U.S. Department of the Air Force, and / or NG Career Field Functional Manager. As a basis of continued Title 32 Excepted Service employment / appointment to the GS-0560 position, the employee must have and maintain a current Network License according to Army or Air Force Directives, Licensing Network Users and Certifying Network Professionals.

Conditions of employment : Must be able to obtain and maintain the appropriate security clearance of the position. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Education : An undergraduate degree from an accredited college / university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum. To qualify for GS-0560 dual status technician positions on the basis of completed undergraduate or graduate education, the college degree education must be in one of -or- be a combination of the following required disciplines : Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Technician applicants, who completed the Army or the Air Force Financial Technical School course and were awarded the applicable and compatible military skills, are considered minimally qualified for the GS-07 or GS-09 entry-level position.
