Job description

Casino Compliance Lead

The Virginia Lottery, an independent state agency, is currently seeking Casino Compliance Lead to join its Gaming Compliance Department in its Norfolk Casino. The available shift is : 4 : 00 p.m. 12 : 30 a.m.

This position is responsible for leading Casino Compliance Representatives in performing casino procedure observations, compliance inspections and investigations to ensure casino operators' continuous compliance with applicable state laws and regulations and VA Lottery approved casino operators' policies and procedures. In addition, this position will be performing the following on-site : fingerprinting casino employment applicants, receiving and reporting complaints from the public and assisting individuals who wants to voluntarily exclude themselves from gaming. Employees in this classification are essential employees and must be willing to work rotating shifts as required to ensure adequate coverage at the designated casino.

Assists the Casino Compliance Supervisor ("CCS") in monitoring the performance of Casino Compliance Representatives ("CCRs"), documents deficiencies and reports status to the CCS. Assists the CCS in supervising or execution of the compliance reviews defined in the Compliance Plan, which includes but not limited to, observation of casino procedures in critical areas such as Slots, Table Games, Poker, Retail Sportsbook, Key Watcher, Surveillance, Cage, Drop and Count. Assists in the Gaming Compliance Department's efforts to ensure continued adherence to casino internal controls, property rules, regulations and procedures and any other governing regulations or directives. Assists the CCS in providing necessary training to the CCRs. Performs supervisory duties in the absence of the CCS. Assigns duties to the CCRs as necessary. Lead the CCRs or perform administrative tasks, including but not limited to, the following : receiving casino patron complaints and reporting it to the CCS obtaining fingerprints of potential casino employees for licensing purposes. Delivery of badges of licensed casino employees to the property's HR department. Assisting individuals who wants to sign up for the Virginia Exclusion Program. Leads the CCRs or assists in investigations as directed by the CCS. Leads the CCRs or assists in reviewing casino submissions such as Internal Controls, SOPs, Rules of the Games etc. as directed by the CCS. Prepares status reports and compiles statistical information as requested by management. Prepares written reports after investigating incidents that occur within the casino. Reviews reports submitted through the Lottery's case management system by CCRs to ensure that they are complete and accurate. Makes operational, system, or policy recommendations to the CCS to effectively accomplish the mission of the agency. Maintains proficiency in using all assigned databases and other resources. Assist with staffing and employee scheduling. Effectively researches available data and compiles findings in response to investigative and / or administrative inquiries. Reviews reports submitted by CCRs. Knowledge of state laws and regulations governing casino gaming. Knowledge of advanced investigative principles and techniques. Ability to manage, supervise, and direct the work of investigative and compliance professionals. Ability to lead project teams involving multiple types of regulatory compliance inspections and enforcement investigations. This may also require coordination with law enforcement agencies and casino personnel. Excellent communication (oral and written) skills. Acute leadership and interpersonal skills. Ability to build effective working relationships with diverse groups of people and officials. Proficient in desktop applications such as, but not limited to, Microsoft Word, Excel, and PowerPoint, and automated databases. Ability to clearly document investigative findings, prepare management reports, and make logical and sound decisions in critical, complex, and changing situations. Ability to develop and document procedures to create an efficient and effective workflow. Demonstrated ability to effectively handle multiple priorities and / or competing tasks and responsibilities and meet established deadlines; and readily adapt to organizational and operational changes. Ability to maintain the utmost integrity, persuasiveness, and diplomacy in discussing controversial subject matter. Performs other duties as assigned.

Associate's degree, preferably in Criminal Justice, Legal Studies or related field, is required. Minimum three years of experience in administrative, investigative work or regulatory compliance is required. Minimum two years of Casino experience required (preferably in casino operations, investigations or regulatory compliance). Supervisory experience is preferred. A comparable amount of training and experience may be substituted for the minimum educational requirement. Ensure appropriate actions are taken relative to casino regulatory requirements for the Virginia Lottery and casino operations. Conduct and monitor CCRs performance in completing all assigned tasks; Routinely assess staff development and performance to ensure efficiency and productivity. Ensures timely completion of all assigned tasks and investigations.

Must complete background investigation. Valid driver's license, with satisfactory driving history. Irregular hours and travel throughout Virginia may be required to include reporting to Virginia Lottery headquarters when directed. Travel outside of Virginia as needed. This position is essential to the continuity of operations and regulatory requirements and the incumbent is required to report to / remain on the work onsite as needed during declared emergencies and will be required to work rotating shifts. Eligible for shift differentials. Will be exposed to secondhand smoke and intoxicated / unruly individuals.
