Job description

Compliance Specialist (Compliance Specialist 2) Limited Duration Hybrid Remote Work Opportunity

At the Oregon Department of Energy, we are helping shape the state's energy future. Our team is dedicated to keeping Oregon on the leading edge of renewable energy and efficiency while supporting energy innovation, investment, equity, and resilience. From helping Oregonians save energy at home to overseeing the state's interests in the world's largest environmental cleanup at the Hanford nuclear site in Washington, our work is challenging, rewarding, and diverse. We work with developers and communities on proposed energy facilities, with schools and manufacturers looking to save energy and money, and with other agencies and stakeholders on meeting the challenges of climate change. Oregon is one of the most energy-efficient states in the country, routinely landing near the top of annual national rankings. ODOE is committed to helping Oregon remain an energy leader, and that starts with hiring engaged team members ready to deliver for all Oregonians.

The primary purpose of this position is to ensure compliance with federal, state, and agency regulations governing grants, incentives, and other programmatic funding in EDS programs. This position develops and implements monitoring and compliance procedures, conducts risk assessments, and provides technical assistance to subrecipients and program participants. By maintaining program integrity, this position mitigates risks, prevents improper payments, and upholds regulatory standards for public fund administration.

This position is eligible for hybrid remote work, with a work schedule of 8 : 00 am 5 : 00 pm, Monday Friday. For the first three (3) months, the incumbent, if new to the division, will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon on Fridays. The incumbent will be expected to work at least six (6) workdays at the central workplace each calendar year and attend pre-scheduled in-person all-staff meetings. The position will also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

You will be a member of a diverse team built on collaboration and support. We offer full medical, vision, and dental benefits with paid sick leave, vacation leave, personal leave, and 11 paid holidays a year. This is a full-time, limited-duration position that is not represented by a union. Limited-duration positions are benefit-eligible positions with a designated maximum length of service. This position is expected to end on or before April 30, 2029, however, it could end or be extended at any time.

We are looking for candidates with five years experience doing administrative research that included compiling and evaluating facts to recommend management action, or decide compliance or eligibility with program guidelines and regulations. Three of the five years must be above the technical support level. College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years. The most successful candidate will also have the following skills, experience, and background :

  • Proven ability to interpret and apply federal, state, and agency regulations including Code of Federal Regulations (CFRs), Oregon Administrative Rules (OAR), Oregon Revised Statutes (ORS), and organizational policies and procedures.
  • Strong record of using analytical thinking and evaluative judgment to assess programmatic compliance, identify risks, and make sound decisions in complex regulatory environments.
  • Experience working collaboratively with internal teams and external partners to resolve compliance issues, provide technical assistance, and adapt to evolving regulatory requirements.
  • Experience and familiarity conducting risk assessments, compliance reviews, or monitoring activities to ensure regulatory adherence.
  • Ability to manage multiple priorities and meet strict deadlines while maintaining accuracy and consistency in documentation, reporting, and regulatory filings.
  • Demonstrated expertise in writing clear and concise compliance reports, enforcement actions, briefs, and technical guidance materials.
  • Knowledge about renewable energy systems or energy resilience is preferred but not required.

We are most interested in finding the best candidate for the position. We strongly encourage candidates to apply, even those who might not believe they possess every one of the desired attributes. Applicants who most closely exhibit the desired attributes will be invited to continue in the application process.
