Senior Procurement Subcontracts Specialist
Position Overview The Senior Procurement Subcontracts Specialist is responsible for sourcing, negotiating, and administering critical and complex subcontracts that are strategically important to program success. This individual serves as a subject matter expert within the Procurement organization, managing high-dollar agreements requiring sophisticated vendor management, regulatory compliance, and close coordination with program operations. This role reports to the Procurement and Subcontracts Manager and represents a key strategic advisor on vendor selection, contract structure, and supply chain risk mitigation.
Key Accountabilities
- Strategic Sourcing & Vendor Management
Identify, evaluate, and qualify suppliers for complex, mission-critical subcontracts, conducting capability assessments aligned with technical and security requirements
Lead major contract negotiations with primary vendors, establishing pricing, delivery schedules, and performance standards that balance cost, quality, and schedule objectivesMaintain ongoing vendor relationships, conduct performance reviews, and manage corrective actions when performance deviates from contractual expectationsDevelop and maintain a vetted supplier database, including security clearance status and compliance certifications relevant to aerospace / defense requirementsContract Administration & ComplianceAdminister all phases of complex subcontracts, from award through closeout, ensuring strict adherence to FAR, DFARS, and company procurement policies
Prepare and maintain complete and accurate documentation for all procurement actions, ensuring audit readiness and compliance traceabilityMonitor contract performance against KPIs including on-time delivery, quality metrics, and cost management; escalate risks and variances to managementProcess contract modifications, change orders, and amendments with clear documentation and stakeholder communicationCoordination & CommunicationServe as the primary liaison between program teams, operations, finance, and subcontractors to resolve issues, track commitments, and maintain schedule integrity
Communicate procurement status, risks, and opportunities to leadership with proactive identification of issues that could impact production or delivery timelinesCoordinate and execute major quoting activities, consolidating vendor proposals and providing comparative analysis to support decision-makingMaintain clear, professional business correspondence and technical communication with internal and external stakeholdersProcess Improvement & Team DevelopmentReview procurement procedures regularly and recommend process improvements that enhance efficiency, reduce risk, or strengthen compliance posture
Mentor and train procurement team members on contract management best practices, complex negotiation techniques, and compliance requirementsShare technical expertise across the procurement function to elevate team capability and performance standardsAdditional Responsibilities Execute other duties and responsibilities as assigned by management to support organizational objectives
Minimum Qualifications
Education Bachelor's degree in Business Administration, Supply Chain Management, Procurement, or related fieldExperience Minimum 15 years of progressive procurement and subcontracts experience, with demonstrated expertise in complex negotiations and vendor managementMinimum 5 years in a senior or lead capacity managing strategic subcontractsExperience in aerospace / defense contracting, government procurement regulations (FAR / DFARS), and cleared supplier management strongly preferredDemonstrated analytical and decision-making ability with strong business judgmentCore Competencies
