Assistant Director Of Emergency Management

The Department of Environmental Health and Safety (EH&S) at Stanford University supports and advances the teaching, learning and research activities at Stanford by promoting a safe and healthy campus environment. Comprised of over 10 technical groups with more than 50 specialists who work in the field with top researchers, faculty, staff, and students, we focus on practical safety and environmental solutions by working with our campus partners in a process of shared learning to support the mission and research of Stanford University. The work environment is team-oriented, collaborative, deadline-driven, and vibrant.

EH&S is seeking an Assistant Director of Emergency Management (ADEM) to support Stanford University's enterprise-level emergency management program, reporting to the Director of Emergency Management. The ADEM will assist in the overall direction of the Office of Emergency Management (OEM) by managing, planning, organizing, and coordinating a comprehensive range of emergency management programs and services. You will manage and direct contractors, provide support to the Director regarding OEM projects, policies, goals, and priorities, and act on behalf of the Director in their absence. This role requires the use of considerable independent judgment and discretion and serves as a leading subject matter expert. This position is classified as an Emergency Essential Role and is subject to on-call and reporting requirements in accordance with University policy.

In this position you will :

  • Develop, implement, and oversee program changes; interpret policies and procedures as they apply to environmental, health, and safety practices.
  • Serve as a subject matter expert in one or more areas of environmental, health, and safety specialization; lead technical meetings; represent assigned area and / or specialty in meetings and interact with internal and external customers.
  • Directly supervise and provide guidance and development to individual contributors, including contractors and matrixed staff, external to the organization.
  • Develop and monitor budget for assigned area.
  • Ensure programs and practices are in compliance with the appropriate statutes and regulations and environmental, health, and safety requirements are met.
  • Investigate and resolve problems, questions, or complaints received from within the organization, customers, government regulatory agencies, etc.
  • Ensure environmental, health, and safety inspections are conducted, corrective actions are completed on time, and all necessary documentation is maintained.
  • Develop, maintain, audit, and evaluate current policies, procedures, and documentation for regulatory compliance and continuous improvement.
  • May represent the university as a designated safety officer when mandated by regulatory requirements.

In this position you will also :

  • Assist the Director in establishing and achieving program priorities, goals, and objectives, in strategic and long-range planning, and setting milestones and implementing quantifiable measurements to measure success of projects.
  • Plan, organize, coordinate, supervise, and evaluate the performance of professional and technical personnel engaged in assigned emergency management activities, ensure compliance with University rules and policies; prioritize resources and assignments; direct, coach, and guide staff.
  • May serve as Director of the University's Emergency Operations Center and may serve as an on-call Staff Duty Officer.
  • Provide guidance to university leadership regarding emergency management matters and best practices.
  • Participate in the development, and may oversee the preparation, of the program's annual budget and operational improvement plans; ensure appropriate allocation of resources; research, analyze, and advise the Director of specific costs and recommendations for programs and services.
  • Conduct high priority and complex work assignments; draft and present reports and recommendations; analyze programs and services to continually seek program and process improvements; conduct presentations and trainings.
  • Minimum Requirements :

  • Bachelor's degree in arts / science in related allied / scientific field and five years of related progressively responsible experience or an equivalent combination of education and relevant experience. Advanced degree and / or certification(s) or experience may be required for some programs.
  • To be successful in this position, you need :

  • Ability to manage environmental, health, and safety functions and staff, or programs and / or staff in a professional service environment.
  • Knowledge of applicable federal, state, and local regulations.
  • Ability to interpret and apply regulations.
  • Ability to ensure environmental, health, and safety program compliance.
  • Ability to assist with conducting environmental health and safety related risk assessment, mitigation, and crisis management.
  • Strong interpersonal skills, with the ability to cultivate strong and collaborative relationships inside and outside the organization.
  • Ability to lead professionally in emergency / crisis situations.
  • Additional Knowledge, Skills, and Abilities :

  • Ability to prepare and direct the preparation of comprehensive written reports and oral presentations.
  • Ability to work under significant pressure, be subject to extended work hours, and be on-call in case of emergencies.
  • Considerable knowledge of the principles, practices, and methods of emergency management; the laws, rules, regulations and best professional practices governing the establishment and maintenance of emergency management systems including the Incident Command System (ICS); threats / hazards / conditions leading to major emergencies, their effects, mitigation, response strategies, resource requirements, damage assessment, crisis communications, and recovery methods; the operation of an emergency management center; federal and state policies and guidelines for emergency assistance and funding; and principles and practices of supervision and performance management, budget and fiscal management, and general administration.
  • Demonstrated competencies in emergency management program and process development / improvement.
  • Expertise with organizational communications in group facilitation and instruction.
  • Excellent leadership skills and experience with effective implementation of emergency management-related operational programs.
  • Strong organizational, analytical, problem-solving, and project management abilities.
  • Certifications and Licenses :

  • Must possess and maintain a valid California non-commercial Class C Driver's License.
  • Physical Requirements

  • Frequently stand, sit, and perform desk-based computer tasks.
  • Occasionally use a telephone, write by hand.
  • Rarely kneel, crawl, climb ladders, reach / work above shoulder, twist / bend / stoop / squat, grasp lightly / fine manipulation, grasp forcefully, write by hand, sort and file paperwork or parts, operate foot and / or hand controls, carry, push, and pull objects that weigh 40 pounds or more.
  • Ability to maintain a valid non-commercial California Driver's License.
  • Ability to drive day or night.

  • On-site / Hybrid positions : The expected pay range for this position is $159,773 to $181,678 per annum. Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position.
