SUMMARY
Arcticom, LLC, a company within the BSNC family, is currently seeking a qualified Senior Systems Analyst to provide advanced technical and functional administration support for the Enterprise Contract Writing Module (ECWM) within the Defense Health Agency (DHA).. This role involves system configuration, user support, training, report development, data migration, and troubleshooting to ensure optimal utilization of ECWM in alignment with Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) requirements. The Senior Systems Analyst serves as a subject matter expert (SME) and collaborates with DHA representatives to enhance business processes and system functionality. This position should be noted as contingent upon award.
Wage / Salary Range : $135,000 – $155,000

Required (Minimum Necessary) Qualifications
o Bachelor’s Degree
o Minimum of ten (10) years’ experience as systems analyst providing technical and functional administration support for ECWM, Contracting Information Technology (CON-IT), or Procurement Desktop Defense (PD2).
o Must be able to obtain and maintain DoD-approved Information Assurance (IA) certifications per DoD 8570.01-M for IA technical positions.
o Must pass the mandatory background investigation and the security awareness training and comply with DHA Personnel Security Office guidelines.
Knowledge, Skills, Abilities, and Other Characteristics
o Proficient in ECWM and its functionalities and interfaces.
o Expertise in FAR and DFARS clause logic.
o Strong analytical and problem-solving skills for troubleshooting and process optimization.
o Excellent communication skills for training, user support, and meeting facilitation.
o Ability to develop reports and documentation using corporate best practices.

WORK ENVIRONMENT

The job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily in a modern office setting. Occasional travel may be required.
SUPERVISORY RESPONSIBILITIES
o No supervisory responsibilities.
ADDITIONAL QUALIFYING FACTORS
As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
