DEFINITION :

Under general supervision, coordinates and implements the activities and operations involved in ensuring the accessibility, integrity, and security of an assigned department's computer local area networks (LAN) and wide area networks (WAN) and systems; performs a variety of technical duties in the installation, repair, replacement, and maintenance of local and wide area networks, systems, and peripherals; performs user support and training; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS :

The Information Services Technician is the journey level class responsible for ensuring the accessibility and security of an assigned department's local and wide area networks and communication systems. The incumbent is expected to perform the full scope of assigned duties. The classification is distinguished from the next higher classification of Information Technology / Records Manager in that the latter is the management level classification responsible for overseeing all functions and operations related to the City's information technology and records management.

SUPERVISION RECEIVED / EXERCISED :

Receives general supervision from a management level class in assigned department. Incumbents in this class do not routinely exercise supervision.

Examples of Duties

ESSENTIAL FUNCTIONS : (include but are not limited to the following)

Coordinates assigned department's computer local and wide area network and system activities to ensure hardware / software compatibility and compliance with policies, goals, and objectives.

Supports the phone system, mobile data communications, voice mail system, network cabling for voice, data, printer, router, and switch support.

Installs new equipment, systems, programs, and software upgrades; interfaces computers to peripheral equipment; administers computer systems, usage and programs.

Designs, administers, and coordinates user access and control; assigns user rights with appropriate security levels.

Evaluates, troubleshoots, diagnoses, and resolves computer hardware, software, network, related equipment, and communication connectivity problems; determines when service calls are needed.

Identifies opportunities for improving service delivery methods and procedures; analyzes and evaluates new applications.

Consults with users to develop required network services for the future; monitors existing programs to improve performance; confers with vendors and recommends procurement of network and communication products and services; assists end-users and provides instruction concerning computer systems and applications.

Acts as a resource on all aspects of the City's network systems and communication equipment; maintains and modifies Internet applications and Website.

Maintains a record and inventory of work activities and testing of network, communication, and peripheral equipment; stays current with the industry; performs system backups; surpluses equipment as necessary, which includes the removal of serial numbers, clearing the hard drive, and removing useful components.

Establishes positive working relationships with representatives of community organizations, State / local agencies, City management and staff, and the public.

OTHER DUTIES : (include but are not limited to the following)

Assists with budgets for special projects as assigned.

May respond to after hours calls as required.

May be exposed to confidential and privileged information during the course of duties, which should be maintained as such.

Performs other related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS :

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near and far vision in written reports and work related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag, and push files, paper, documents, and equipment weighing more than 25 pounds is also required.

Typical Qualifications

QUALIFICATIONS : (The following are minimal qualifications necessary for entry into the classification.)

Education and / or Experience :

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Information Services Technician. A typical way of obtaining the required qualifications is to possess the equivalent of two years of increasingly responsible professional experience in information technology, and experience in local and / or wide area network management and administration.

License / Certificate :

Possession of, or the ability to obtain, a valid Class C California driver's license.

KNOWLEDGE / ABILITIES / SKILLS : (The following are a representative sample of the KAS's necessary to perform essential duties of the position.)

Knowledge of :

Modern principles, practices, and techniques of information technology; organization, and management practices as applied to the analysis and evaluation of local and wide area network and communication system programs, policies, and operational needs; methods, materials, and equipment used in the installation, Aruba network switches. wireless access points, maintenance, testing, and repair of communication systems, PCs, and peripheral equipment; various network software packages. Knowledge of Microsoft Office / 365, Microsoft Active Directory, Microsoft Windows 11, Microsoft Windows Server, Juniper, and HP. data processing applications and programs; computer operating systems; methods and techniques of program development, implementation, operation, and evaluation; basic principles of mathematics; applicable Federal, State, and local laws, codes, and regulations; methods and techniques of scheduling work assignments; standard office procedures, practices, and equipment; modern office practices, methods and equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling, and grammar; and occupational hazards and standard safety practices.

Ability to :

Develop plans for network and communication configuration and equipment installation; find solutions for network connectivity, including Internet access; diagnose, troubleshoot, and analyze problems and identify solutions for communication and network systems; develop and recommend cost effective technical network system improvements; understand emerging technology and its application to City services; perform mathematical calculations quickly and accurately; interpret, explain and apply applicable laws, codes and regulations; read, interpret, and record data accurately; organize, prioritize, and follow up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue and develop and implement an appropriate response; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships.

Skill to :

Operate an office computer and a variety of word processing and software applications; operate various equipment, communication, and network systems.

Supplemental Information

Medical :

Applicants will be required as a prerequisite to employment to successfully pass a

physical examination, including a drug screen, the cost of which will be paid by the City.

Police Background :

Employment is contingent upon passing a thorough background investigation in addition to a medical examination.

Selection / Exam Process : The person selected will be expected to perform all the functions of the position. Based on a review of the applications and the supplemental applications received, the candidates appearing to be the most qualified and meeting the City's particular needs will be invited in writing to the exam process. A candidate must achieve a passing score on each exam to proceed to the next exam.

Retirement - Employees hired prior to 1 / 1 / 13 and those individuals identified as Classic Members under Public Employment Retirement Law (PERL) will be enrolled in the City's 2.5% @ 55 for Miscellaneous Members and may have a future CalPERS contribution as established by resolutions, labor agreements or Public Employee Retirement Law. New members under Public Employment Retirement Law (PERL) hired as of 1 / 1 / 13 will have the new CalPERS 2% @ 62 for Miscellaneous Plan and will have a mandatory CalPERS contribution as established by PERL.
