Classification Summary
Coordinates and supervises employees performing water distribution and sewer collection maintenance and repair activities, including construction of new water and sewer lines; repairs of system leaks; and water meter installation, reading and repair. Troubleshoots water distribution and sewer collection problems, such as leaks and blockages. Isolates problem areas and determines needed repairs. Under limited supervision, supervises employees performing a variety of skilled, semi-skilled, and unskilled water / wastewater line maintenance and construction work. Performs a wide variety of skilled and semi-skilled operations and maintenance functions related to potable water distribution piping, pressure reducing valves, fire hydrants, water shutoff valves, booster pumps, potable water delivery meters, gravity sanitary sewers, wastewater pump stations, and wastewater pressure lines. Non-exempt FLSA. Primary and secondary job responsibilities will be decided by the Utility Manager. Primary responsibilities will be in Water Distributions area and Secondary responsibilities will be in Wastewater Collection area.

Minimum Qualifications
High school education or equivalent required. Three years water distribution / sewer collection experience required including three years of supervisory experience required. Must be able to pass criminal history checks and must be willing to take and pass a drug / alcohol test and comply with agency "Drug Free" Policy. License and / or Certifications New Mexico Water Distribution II certification or Water Systems II certification required. Additional preferred certification would be Wastewater Collection then a New Mexico Wastewater Collection Level II certification or Wastewater Systems II certification preferred. Must possess and maintain valid Class B New Mexico motor vehicle operator's permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village.
Knowledge, Skills, and Abilities
Knowledge of : the Ruidoso Municipal Code pertaining to water and wastewater; Water / Wastewater Department policies and procedures; Village of Ruidoso purchasing and personnel rules and regulations; safety policies and practices for working in the public right-of-way; the theory and principles of water / wastewater transmission / collection systems; the practices and techniques of water / wastewater underground transmission and service line installation, maintenance, and repair; safety standards and industry guidelines / regulations for use of the tools, equipment, and materials used in the installation, maintenance and repair of underground transmission and collection lines, including pump stations and lift stations; the basic principles of employee training and supervision; the principles, methods, materials and tools employed in the repair and maintenance of pumps, motors, generators and related equipment; confined space entry; plumbing and principles. Skill in : supervising the day-to-day operations of a water / wastewater distribution / collection system; reading blue prints and utility system maps; understanding and interpreting complex statutes, ordinances, regulations, standards, and guidelines; establishing and monitoring safety guidelines and procedures; supervising and training employees; communicating in person, in writing, and by telephone and using two way radio; in supervising and performing day-to-day water treatment plant processes, tests, and procedures; communication and organizational skills Ability to : balance a variety of duties, prioritizes, and meets deadlines; personal computer operations within a Windows Microsoft environment, including Word, Excel, and Outlook; to make fair and concise decisions; communicate effectively, orally and in writing, with employees, consultants, other governmental agency representative, Village officials and the general public; understand complex statutes, regulations, guidelines, and procedures; supervise and train employees;
