Supply Support Lead
Pioneering Evolution is seeking a Logistics Supply Support Lead to provide senior-level Subject Matter Expertise (SME) supporting Logistics leadership in the construction and deployment of Naval ships. This role is responsible for end-to-end Supply Support Product development and oversight of Supply Support activities executed by Industry, the Shipbuilder, and Navy stakeholders to ensure successful delivery and deployment. The ideal candidate brings deep U.S. Navy supply system expertise, proven outfitting and allowancing leadership, and experience managing large-scale budgets and cross-organization logistics efforts.
Responsibilities :
- Provide ship acquisition logistics supply and maintenance support in compliance with contract specifications and requirements across ship operation systems, combat systems, engineering systems, and fitted equipment
- Manage the provisioning process for the entire Ship Class, ensuring complete and accurate supportability for fleet introduction
- Oversee and coordinate government furnished (GF) and contractor furnished (CF) Provisioning Technical Documentation (PTD) review and approval processes
- Implement development of customer-unique Allowance Parts Lists (APL) and Allowance Equipage Lists (AEL) within the U.S. Navy Interactive Computer Aided Provisioning System (ICAPS)
- Ensure Integrated Logistics Support (ILS) documentation meets acquisition guidelines and that required support data elements are incorporated into Life Cycle Cost (LCC) estimates
- Advise NAVSEA Program Office on Ships Construction Navy (SCN) initial outfitting estimates for new construction ships
- Manage outfitting budgets exceeding $100M, including forecasting, execution, and reconciliation
- Lead development of hull-specific shipboard spares and outfitting material allowancing for Coordinated Shipboard Allowance Lists (COSAL)
- Direct a technical team processing COSAL Incrementals through the Real-time Outfitting Management Information System (ROMIS)
- Maintain automated tracking of outfitting accounts in the Outfitting Requisition Control and Accounting System (ORCAS), aligned with Navy ERP material inventory and management objectives
- Apply advanced knowledge of Navy allowancing systems including SCLSIS and OPUS models to meet program sparing objectives
- Coordinate with NAVSUP, DLA, and onsite logistics representatives to procure outfitting material within cost and schedule constraints
- Manage MILSTRIP requisitions in Navy supply systems and the Management Information System for International Logistics (MISIL)
- Initiate identification and procurement of Coordinated Shore-Based Material Allowance List (COSMAL) spares packages supporting FMS partner needs
- Coordinate sparing strategies among GF and CF stakeholders to select best-fit models for Follow-On Supply Support Cases (FOSS) in collaboration with NAVSUP
- Develop and recommend mitigation strategies and process improvements to resolve complex Supply, Outfitting, and Provisioning challenges
- Plan and execute transportation of COSMAL material to Port of Debarkation (POD) and on to FMS customer Port of Entry (POE)
- Coordinate shipment and tracking of material from government / industry sources to the FMS partner's freight forwarder and through delivery to partner supply centers
- Lead Diminishing Manufacturing Sources and Material Shortages (DMSMS) activities, coordinating research with TSAs / ISEAs to resolve obsolescence issues
- Oversee fitting-out and outfitting efforts for four new construction ships through sail-away and turnover
- Coordinate implementation of a new stowage plan meeting MIL-STD-1339 specifications for onboard material stowage
- Provide documented turnover of outfitting material to the foreign customer (RSNF) and recommend warehousing and inventory maintenance practices
- Advise U.S. Navy sustainment offices on recommended spares and outfitting material to support post-sail-away operations
Required Experience :
