Scope :

The Data and Content Management Division uses a one-government approach to information and privacy governance, decision-making, and service delivery across the Government of Alberta (GoA) balanced with individual client needs. This facilitates enhanced data access, collaboration, reduction in data duplication, and innovation to ensure effective and efficient services across the government to provide better services to Albertans.

The Data Centre of Excellence (DCoE) is seeking a Technical Business Analyst to design and develop new data and analytical services. These services are essential to the Government of Alberta's (GOA) vision of a federated data ecosystem, allowing the GOA to better leverage its data assets for critical functions like analysis, analytics, AI, ML, data exchange, storage, and processing, etc.

The position will function as a Technical Business Analyst and will be responsible for supporting design and delivery of AI enabled data products and analytical products or related components to enable data access, analytics and economy to support data-informed decision-making. This role works with other individuals within the Data Centre of Excellence Unit, and across the organization, to discover, document, analyze and track business requirements that enable effective development and delivery of AI enabled data and analytical products and components as enterprise assets. The role focuses on facilitation of stakeholder engagements, converts executive-level business goals into defined, measurable, and technically feasible solution requirements, and delivering business analysis artifacts, e.g. requirement management plans, user personas / journey maps, requirement traceability matrices, functional requirement specifications, with agility, focus on business outcomes, innovation, and transformation to ensure data is treated as a corporate asset.

The efforts of this role improve access to and informed use of GoA data assets both within and outside of government in support of policy analysis, program planning, and decision-making. This role requires the ability to think and work critically across the organization, as well as diving deeper on both data and information topics related to data access, data governance, and the data economy. Doing this work requires the role to work closely with other Analysts and Managers (and above) across the department to design, provide advice, and prepare recommendations for data product delivery.

The position participates in variety of interactions in and outside the department, which includes presentation, mediation and negotiation to / with clients, vendors, peers and decision makers in order to achieve consensus in understanding of complex relationships in information and data requirements of various internal and external clients and business units.

Duties :

General Responsibilities (any or all) :

• Lead or facilitate meetings and workshops with GOA departments, clients, stakeholders, and project teams. (GOA-internal and / or external.)
• Collaborate with Product Owners / Managers to define and maintain the product roadmap, providing technical feasibility input, initial effort estimates, and identifying key technical dependencies to shape the timeline.
• Lead efforts to research and document User Personas and User / Customer Journey Maps to build and define the "Who" and "Why" behind the solution.
• Create and present formal business cases, including ROI analysis, for proposed technical solutions to secure project approval and funding.
• Lead or support identifying, gathering, analyzing, and documenting business requirements from several business areas.
• Translate business needs and user pain points into actionable, granular User Stories complete with precise, measurable Acceptance Criteria.
• Own and prioritize the Product Backlog with the Product Owner, ensuring stories are ready for development, properly estimated, and aligned with technical dependencies.
• Translate functional requirements into detailed technical specifications for engineers, including Non-Functional Requirements (NFRs) for performance, security, and scalability.
• Develop visual models like Data Flow Diagrams (DFDs), process maps (BPMN), and Data Models to illustrate current and future state architecture.
• Maintain the Requirements Traceability Matrix (RTM), linking user stories to business goals, technical specifications, and test cases.
• Define and execute the User Acceptance Testing (UAT) strategy and scripts, ensuring the delivered product satisfies the initial user goals captured in the personas.
• Manage scope and requirements changes, assessing the impact on the roadmap, technical dependencies, and project timeline.
• Capture and document business and technical metadata for data products.
• Perform gap analyses.
• Create new business and technical processes and complete business process reviews / re-engineering for existing processes.
• Prepare presentations / demonstrations for engagement with stakeholders, steering committees, project groups and other stakeholders
• Support the development of processes to enable sustainable data product delivery.
• Support the development of business cases and procurements.
• Coordinate approvals and sign-offs.
• Contribute to training strategy, modules, and content pertaining to usage of technical platforms and tools.
• Create or assist with creating project documents and associated planning documents.
• Lead or support project status meetings and other meetings as required.
• Provide support by bridging communication between vendors, client departments, and corporate technical and business teams.
• Make recommendations to project teams pertaining to issues, risks, and client satisfaction.
• Raise awareness of emerging issues that require senior or executive involvement
• Collaborate with various GoA staff and contractors across departments.

Deliverables :

Equipment requirements :

Resource will require own equipment.

Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD / remote-related software will be installed on the resource's computer.

In the event that the Contractor s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor s resources have the necessary access and credentials to the Government of Alberta s system.

The fixed rate quoted must be inclusive of all overhead, office space and equipment, including supplies, administrative burden, mark-up and all other costs to perform the Services for the duration of the Contract.

Working Hours :

Standard Hours of work are 08 : 15 16 : 30 Alberta time, Monday through Friday excluding holidays observed by the Province

Work must be done from within Canada, due to network and data security issues.

The role will be primarily remote; however, in the event of an onsite meeting, the GoA will not cover travel, relocation, commuting, accommodation, or food and beverage expenses.

Notes on Location :

The resource will primarily work remotely. Attendance at onsite meetings is optional and can be negotiated based on the resource s location.

Onsite meetings may include, but are not limited to, strategic, architectural, and technical discussions, as well as meetings with team members, senior managers, directors, executive directors, and business clients. The frequency of these meetings could be up to 3 4 times per month.

Incumbency :

Previously this role was filled by a contractor, however, for this and all other opportunities, the Ministry seeks the best person to fill the role.

Standard Background check required

The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.

Mandatory Training Courses :

Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
