Senior Civil Engineer

General Statement

Performs supervisory, professional civil engineering work in the design, maintenance and construction of facilities necessary to collect, treat and discharge wastewater.

• Assigns, supervises and reviews work; instructs, trains and assists subordinate engineers and technicians; prepares work schedules; participates in the implementation and enforcement of District policies and procedure; takes necessary action or makes recommendations regarding work performance.
• Supervises and participates in the preparation of engineering designs, layouts and specifications for water reclamation plants and related facilities; prepares contract documents; reviews contract submittals for conformity to quality and safety requirements.
• Reviews or prepares cost estimates; assists in budget preparation and the monitoring of expenditures; verifies progress reports and approves progress payments.
• Serves as resident engineer on engineering projects. Plans and oversees the execution of construction projects, the inspection of construction activities, workmanship and materials and the enforcement of conformity with plans, specifications and grant/permit requirements; directs engineering surveys and prepares related documentation.
• Supervises and coordinates the work of engineers and technicians involved in solids processing operations at District drying sites and lagoons; prepares and ensures adherence to contract requirements; oversees the collection of activity data.
• Administers and coordinates the equipment maintenance system including the development of replacement schedules and the planning and monitoring of expenditures.
• Coordinates and conducts engineering studies, tests and analyses; oversees the collection, calculation and compiling of data and the preparation of various reports; presents recommendations regarding plant or process improvements.
• Assists in the coordination of engineering projects; prepares correspondence regarding engineering projects and related inquiries; confers with District personnel, contractors and various agency representatives regarding construction activities, operations, grant/loan documentation and facilities improvements.

Environmental Conditions

May involve exposure to a variety of operating mechanical equipment and loud noise and/or noxious odors. May include working in all types of weather conditions throughout the plant facility and collection system. Typical office environment. May use standard office equipment and computer terminals. May involve working in close proximity to or in conjunction with construction activities and heavy equipment, and may require exposure to a variety of weather conditions, including extreme heat and cold.

Desirable Knowledge, Skills and Abilities

• Thorough knowledge of professional civil engineering criteria as it applies to the design, construction, operation and maintenance of sewage treatment plant facilities, sewer collection systems and flood control systems.
• Thorough knowledge of recent process control developments, current literature and sources of information in civil engineering.
• Considerable knowledge of the methods of supervising complex engineering design construction.
• Ability to supervise field construction in accordance with plans and specifications.
• Ability to criticize and evaluate professional civil engineering design work.
• Ability to understand and interpret detailed construction schedules prepared by the critical path method.
• Ability to develop detailed specifications, reports and designs from general outline assignments.
• Ability to utilize word processors, spread sheets, data base managers, and similar applications.
• Ability to express oneself clearly and concisely, orally and in writing.

Absolute Requirements

Registration as a Professional Engineer in the State of Illinois.

Minimum Qualification Requirements

Graduation from a four-year accredited college or university majoring in chemical, civil, environmental, sanitary, or structural engineering and four years of full-time, post-degree civil engineering experience related to the District's activities.

Substitution

Full-time graduate study in the designated fields of engineering may be substituted for the required experience on a year-for-year basis to a maximum of two years.

Promotional Requirement

• One year of service with the District as an Associate Civil Engineer or Associate Structural Engineer; or possession of a bachelor’s degree in chemical, civil, environmental, sanitary or structural engineering and one year of service with the District as an Associate Electrical Engineer, Associate Mechanical Engineer, Associate Process Control Engineer, Environmental Research Scientist, Environmental Specialist or Treatment Plant Operator III.
• Civil service status in one of the foregoing classifications.
