SUMMARY
The Project Manager is responsible for overseeing assigned Airport Authority projects to ensure they are effectively planned, scoped, budgeted, and executed. This role ensures projects are completed safely, on schedule, within budget, and with high quality, while minimizing operational disruptions and enhancing overall airport security.
Key responsibilities include coordinating all phases of project development-from issuing RFPs for architectural and engineering services, securing grants, and developing plans and specifications, managing budgets, schedules, construction, administration, inspection, and final project closeout. This position requires extensive coordination with federal and state agencies, consultants, contractors, and airport stakeholders.
DUTIES AND RESPONSIBILITIES
- Manages and / or performs tasks related to design and engineering plans, budgets, funding sources, delivery methods, and control procedures for existing facilities, projects, and programs that support and enhance airport operations. This includes evaluating operational impacts, alignment with the approved master plan, regulatory compliance, and safety requirements.
- Manages projects through / FDOT's Joint Automated Capital Improvement Program (JACIP) and secures funding through applicable federal and state programs.
- Presents project-specific data and technical information for ongoing and proposed initiatives to support the Authority's strategic goals. Tracks and analyzes project schedules, funding status, and completion percentages. Provides preliminary cost and schedule estimates and assists in securing necessary approvals.
- Interprets and applies Building Code and ADA requirements to Authority projects.
- Oversees construction activities and implementation of projects in accordance with procurement guidelines, established budgets, and timelines. Develops negotiation strategies and manages pricing and terms for construction and consultant contracts.
- Leads all aspects of contract management, serving as the subject matter expert to ensure the Authority's interests are protected in all contractual engagements.
- Manages the formal procurement process, including advertising, bidding, evaluation, and correspondence. Provides guidance and support to staff for other procurement activities.
- Coordinates the development of Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Requests for Information (RFIs).
- Ensure compliance with FAA Advisory Circulars and Airport Improvement Program (AIP) eligibility requirements.
- Prepares RFPs, bid specifications, and negotiates change orders and contracts.
- Develops and maintains the airport's 5-year Capital Improvement Plan (CIP) in alignment with airport needs and strategic priorities.
- Coordinates with state and federal agency stakeholders on project prioritization and funding eligibility.
- Submits funding applications (State and Federal), manages grant compliance and prepares reimbursement documents.
- Establishes and maintains effective working relationships with vendors, program managers, engineers, design firms, construction contractors, and external agencies.
- May supervise staff, including assigning and reviewing work, conducting performance evaluations, providing coaching and development, and ensuring adherence to organizational policies and procedures.
- Secures and manages project grants and funding.
- Performs other duties as assigned or required.
MINIMUM JOB REQUIREMENTS
Bachelor's degree in business administration, airport management, construction management, engineering, or related field.A minimum of 5 years of related experience involving architecture, engineering, construction administration.A minimum of 3 years of experience managing large scale, complex projects.Experience in construction management and management of public agency projects preferred.Or an equivalent combination of related education and experience.Valid Florida Driver's License.KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED
Strong leadership and management capabilities, with the ability to guide teams and projects effectively.Solid understanding of professional business practices, including budgeting, purchasing, contracting, and records management.Proven ability to manage multiple complex projects simultaneously while maintaining attention to detail and meeting deadlines.Working knowledge of airport building codes, ADA compliance standards, AIP funding eligibility / compliance and FAA regulations.Ability to collaborate effectively with internal departments and external organizations.Excellent interpersonal skills with a focus on building and maintaining strong customer and stakeholder relationships.Strong verbal and written communication skills, with the ability to convey technical and non-technical information clearly.Ability to work independently with minimal supervision and exercise sound judgment in decision-making.Proficiency in Microsoft Office Suite and relevant database applications, including scheduling and project management softwareWillingness to travel occasionally for periods of two to five days.Flexibility to work extended and irregular hours in compliance with Federal Aviation Regulations.WORKING CONDITIONS AND PHYSICAL EFFORT
