Regulatory Supervisor / Consultant - Ses - 64082283

The incumbent will perform varied and complex professional and regulatory activities related to the Boards of Osteopathic Medicine, Speech-Language Pathology and Audiology, Massage Therapy, Acupuncture and the Council of Licensed Midwifery. The incumbent will be required to exercise independent judgment and initiative in carrying out assignments to completion. The incumbent must have a working knowledge of Florida Statutes and Rules governing licensing and regulation. Work is performed under the supervision of the Program Operations Administrator and is reviewed for accuracy and completion by periodic review of work product and day-to-day observation of work habits.

  • The incumbent independently evaluates applicant qualifications for licensure in accordance with statutory and rule requirements and obtains supplemental information as required to determine eligibility for licensure, certification, or registration.
  • The incumbent serves as the subject matter expert for massage therapist applications and as a primary processor for massage therapist by examination, endorsement, military and reactivation applications.
  • Process applications in the licensing database (LEIDS) or continuing education database (CEBroker) as appropriate and issue correspondence concerning application deficiencies to applicants in process or licensure to approved applicants.
  • Assist with administrative duties related to the processing of applications including, but not limited to : processing supplemental documentation, preparing supplemental documentation for scanning, and preparing refund forms.
  • Process graduate lists received from Florida Board approved massage schools and update application files as appropriate.
  • Analyze and recommend solutions to administrative problems relating to application deficiencies and required qualifications.
  • Respond to general inquiries from the public by telephone, email, and in writing in an appropriate and timely fashion. Interpret customer questions and provide answers to general and complex regulatory questions. Provide application status updates and directions to applicants and licensees concerning licensing processes and the submission of applications or requests. Transfer customers to the other areas of the Department or other agencies when appropriate.
  • Update applications in the licensing database (LEIDS) following additional review completed by other sections or units.
  • Summarize and prepare application files and supporting documentation for review by Board chairs, committees, Boards, or Councils when appropriate.
  • Update records in the licensing database (LEIDS) for licenses issued with conditions.
  • The incumbent independently reviews reports related to application processing and audits applications which appear on those reports to determine what actions must be taken in accordance with statutory and rule requirements.
  • Review massage therapist applications which appear on the Initial Applications to Expire Report and update the status application files in the licensing database (LEIDS) when they have met retention.
  • The incumbent serves as a process expert for processes under the purview of the support section and the massage licensing section within the unit, and provides leadership, guidance, and resources as directed by management.
  • Create and maintain training materials (desk guides, quick references) for the support section and massage licensing section in coordination with management and the administrative assistant.
  • Assist with training new and incumbent employees on standard procedure and day-to-day tasks.
  • Assist with support section phone scheduling and coverage.
  • Observe processes and workload using existing reports and distributes the Initial Application Processing report daily; suggest process improvements or additional training opportunities to management.
  • Assists with agendas and other duties assigned to the Regulatory Specialist III on an as-needed basis.
