Position Summary / Objective :

This position supports the In-Service Strategic Submarines Program Office (PMS 396) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Submarines (PEO SSBN), and Team Submarine (TSUB) providing engineering, logistics, and project management support to SSGN and SSBN Class Submarines.

  • Acquisition Documentation - Coordinate with program office(s), program executive office(s), and stakeholders to ensure the timely development, routing, approval, and tracking of acquisition program documents.
  • Compliance - Ensures compliance with internal policies and procedures, as well as DAR, FAR, and other government environments.
  • Task Planning and Allocations - Support Annual Task Planning and Allocations; engage with field activities on tasking details, determine the tasks that will be funded under the provided controls and allocated across activities. Assist in the prioritization of unfunded tasks and perform in-depth requirements analysis as needed.
  • Finance documentation and analysis - Creates, maintains, and updates financial databases and spreadsheets, and generates various financial reports as required. Maintains appropriate records and documentation.
  • Work independently in researching and documenting various Acquisition Topics and Documentation, DOD 5000, Other Transaction Authority acquisitions, and Milestone Requirements for an Acquisition Category (ACAT) 1 program.
  • Manage Contract Data Requirement List (CDRL) reporting.
  • Prepare Ad Noc reports as required by the client.
  • Perform administrative tasks in support of acquisition efforts.

Required education and experience :

  • Bachelor's degree in business or technical field.
  • 3+ years of experience.
  • Preferred education and experience :

  • Bachelor's degree in business, finance, engineering or other technical discipline (or commensurate experience).
  • 5+ years of experience supporting military and DoD clients.
  • 5+ years of experience working with Department of Defense (DoD) acquisition, especially for an ACAT 1 program.
  • Experience in Contract Management, PPBE process, execution of various types of contracts and Financial Management.
  • Understanding of database management tools to track program execution status, contract execution status, and contract deliveries.
  • Experience working with Navy Program Offices, especially NAVSEA or Team Submarine.
  • Active Secret Clearance.
  • Competencies :

  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, Outlook, and Teams.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal abilities.
  • Must have good verbal and written communication skills.
  • Must be highly reliable and demonstrate personal initiative.
  • Additional eligibility requirements

    Work authorization / security clearance requirements :

    A Secret Clearance is required.

    Position Type / Expected Hours of Work :

    The typical workday is eight hours in length, normal hours are 7 : 30 AM-3 : 30PM. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the "core" work hours of 9 : 00 a.m. to 3 : 00 p.m. and must account for the hours in a pay period to maintain full-time status.

    Telework :

  • Telework is not allowed for this position. However, that may change based on customer requirements.
  • Travel :

  • No travel is expected with this position; however, it may be required at direction of NAVSEA customer
