EVM Analyst II / III
The Earned Value Management System (EVMS) Compliance Analyst for Textron Systems is primarily responsible for ensuring compliance with the 32 EVM guidelines across the company for their assigned programs. This role requires integration with the program teams and acts as a support function providing guidance, training, document review, internal surveillance prep as well as interaction with DCMA, DCAA, and customers. The Sr Earned Value Management System (EVMS) Compliance Analyst will be primarily responsible for ensuring compliance with EVM guidance across the company. This includes applying project management oversight to assigned projects, developing / designing and implementing new or revised departmental policies, programs, techniques, and methods. The position requires a working knowledge of the Earned Value Management (EVM) Industry Standard, EIA 748 (current version).
Responsibilities include :
- Supports the development and preparation of program baselines and financial forecasts, estimate at complete (EAC) development and reviews, preparation of financial packages, EVMS reporting and compliance support, audit support, baseline development, financial and investigative analysis, and real-time information and analysis to PMs, CAMs, and Finance Management.
- Closely supports PM team and collaborates with other functions including scheduling, contracts, procurement, ops finance, and central finance.
- Supports Textron Systems EVMS policy, process, tools, training, and performance assessment.
- Operates within the guidelines of DFAR, and related EVM guidance.
- Provides specialized EVM analysis and develops specialized reports using analytical tools as required.
- Reviews BCRs, IPMRs / IPMDARs, VARs, CAPs, WADs for compliance with Textron Systems and Government requirements.
- Works across departmental lines to support the implementation of system enhancements to improve the accessibility, accuracy, and reliability of information.
- Works closely with cross-functional teams and departments to ensure compliance.
- Supports customer audits and reviews.
- Communicates with DCMA on a regular basis regarding EVMS assessments.
- Leads internal ongoing surveillance in preparation for external customer surveillance.
- Required to teach various EVM trainings.
Pay range for level II is $72,600 - $108,800. Pay range for level III is $89,800 - $135,600.
Qualifications :
Minimum Qualifications :Bachelor's degree in Finance, Accounting, Economics, Business, or related field.2 years combined experience in Finance and EVM Scheduling.6 years combined experience in Finance and EVM Scheduling for Level III.Previous Control Account Manager and / or Program Management experience is preferred.Understanding of all applicable EVM DIDs, PASEG, GASP, and WBS Standards.Experience with budget development, variance analysis, estimates to complete, cost performance reports, and cost schedule status reports in an integrated product team environment is preferred.Excellent computer skills including Deltek PPM (Cobra, Acumen, wInsight, PM Compass), MS Office (Excel and Projects required), Primavera, and related EVM analysis tools preferred.Cobra experience preferred.Primavera experience preferred.DCMA experience preferred.Audit experience preferred.Textron's compensation package includes competitive base pay and provides eligible employees with benefit programs.
