Job description

Security Guard

Help Use a variety of state-of-the-art physical security equipment to protect MOT national security assets from all threats to include waterborne, vehicle-borne, rail-borne and airborne to include drone technology.

Guards at MOTs routinely participate in antiterrorism committees and fusion cells and directly protect critical resources to include Arms, Ammunition and Explosives, and other classified objects moving through the MOT via rail, ship or vehicle.

Serve as the DASG Shift Leader who is an assistant to the Guard Supervisor with primary responsibility to lead activities of patrols, static posts and harbor security operations.

Perform security guard duties in accordance with appropriate regulations to detect and prevent theft, damage, pilferage, accident, trespass, sabotage and espionage and to enforce the security and safety regulations of the terminal

Lead and perform vehicular patrol in restricted and administrative areas of the installation and on harbor patrol watercraft providing security measures for personnel, ships / boats and trains entering the Terminal.

DASG duties are strenuous due to many conditions of employment such as passing an occupational medical exam, taking an annual physical fitness test and working in the elements during both summer and winter.

Requirements Help This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

IAW AR 190-56, requirements of Individual Reliability Program apply.

This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.

The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.

Due to the nature of this position, employees are required to work both planned and unscheduled overtime.

This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.

Must be proficient in the use of assigned firearms / weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms / weapons.

Incumbent is subject to possible civil actions due to improper exercises of authority or injudicious use of force in the detention of individuals.

Incumbent must pass entry level and annual re-certification of the Physical Agility Test (PAT) IAW AR 190-56.

Incumbent must wear prescribed uniform.

Incumbent must successfully complete Initial and annual in-service security guard training.

This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Incumbent must complete all required State-provided National Crime Information Center (NCIC) and National Law Enforcement Telecommunications System (NLETS) training.

Incumbent must successfully pass the State's certification test required from the state Criminal Justice Information Service (CJIS) security official (if required by the State).

This is as an essential position with varying hours and work schedules-you will be expected to report to or remain at your worksite during dismissal or closure situations.

This position has a requirement to lift up to 35lbs. in the regular performance of duties.

Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Must participate in regularly scheduled training in the techniques of use of deadly force, anti- / counter-terrorism, first aid, firearms, search and seizure, security operations and enforcement of installation rules, regulations, and policies.

Qualifications Who May Apply : US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document . One year of specialized experience which includes experience in working in a Federal, State, municipal, local or private organization that involves the protection of property against such hazards as fire, theft, damage, accident, or trespass; maintaining order; protecting life; writing and reviewing incident reports; responding to emergency situations and security breaches; and controlling access to highly restricted areas with critical resources / assets of National Security importance. This definition of specialized experience is typical of work performed at the next lower grade / level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.

Additional information Conditions of Employment Continued : The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident. This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition. (False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment per 18 U.S.C. Section 1001).

Good eye / hand coordination is required to operate radios and security weapons and equipment. Must be in sufficient physical condition to conduct assist in searching vehicles and persons and restraining persons. Infrequently lifts persons involved in accidents / incidents; uses unarmed combat techniques for self-defense to subdue persons.

Must obtain and retain one or more of the following U.S. Coast Guard licenses : Small Boat Captains Operator of -Un-Inspected Passenger Vessel (OUPV) License, U.S. Army Marine Certification IAWChapter 5, AR 56-9, or a Military Ocean Terminal Concord Harbor Patrol Coxswain appointment within a year of being appointed to this position. Failure to meet this requirement could lead to disciplinary actions.

Within the first 2 years, boat crew members, must complete a swim assessment, Basic Maritime Officers course (BMOC), Advanced Basic Maritime Officers course, Rescue Boat Operations course, National Association of State Boating Law Administrators (NASBLA) courses- Basic Crew Member, Boat Search and Rescue and Tactical Operator, Boat safety course and MOT personnel qualification standard.

Incumbent may be required to wear chemical protection masks, gloves, and other protective equipment, and may be required to be certified in the use of aerosol irritants and baton.
