HR / Risk Manager Position

The City of Rocklin is excited to announce a newly created HR / Risk Manager position that will oversee both Human Resources & Payroll and Risk Management functions. This leadership role will be responsible for guiding strategic initiatives, ensuring compliance with employment and safety regulations, and fostering a positive and productive workplace culture. The HR / Risk Manager will supervise a talented team, including a Senior Management Analyst, Management Analyst, Senior HR Technician, and HR Assistant in Human Resources; and a Payroll Administrator and Payroll Technician II in Payroll. This position offers the opportunity to provide strong organizational leadership and help shape the City's HR and Risk Management programs.

Ideal Candidate : In addition to strong technical skills, the ideal candidate will :

• Demonstrate strong leadership and team-building skills to inspire and guide staff across multiple functions.
• Bring experience in public sector risk management, including administering workers' compensation programs, developing safety initiatives, and ensuring compliance with applicable regulations.
• Have a strategic perspective and the ability to see the long-term effects of decisions and projects.
• Foster a collaborative mindset to build strong working relationships across departments.
• Demonstrate skill in evaluating contracts for insurance requirements and risk transfer provisions.
• Have a demonstrated ability to manage and organize multiple projects and priorities.
• Show high emotional intelligence to navigate employee relations with empathy and professionalism.
• Use problem-solving and conflict resolution skills to address challenges constructively and proactively.

Essential Duties : Duties include, but are not limited to the following :

Education and Experience : Possession of a bachelor's degree from a regionally accredited four-year college or university with major coursework in human resources, accounting, finance, public administration, business administration, or a closely related course of study; AND Five (5) years of increasingly responsible professional experience within a human resources or finance department, with at least two (2) years related supervisory experience. OR Two (2) years of experience at a level equivalent to the City's Senior Management Analyst class. Desired Qualifications : Public Sector Experience. When assigned to a specific functional area as noted above, additional knowledge and experience in such area may be desirable.

Licenses and Certifications : Possession of, or ability to obtain and maintain, a valid California Class C driver's license and a satisfactory driving record. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
