Summary

Under the direction of the Property Supervisor, the Senior General Manager is responsible for the overall operation of TNDC buildings such as SROs, Seniors, and Multi-Family for extremely and very low-income tenants, including formerly homeless families and disabled adults. The Senior General Manager will oversee the day-to-day operations of the property. This includes maintaining a supportive environment for all residents, assuring the property’s sound fiscal management, up keeping a well-maintained building and grounds, managing the onsite staff and their duties, and interacting with and supervising vendors.

Essential Duties

• Building Operations and Supervision : Manage the operations of the building including supervising and managing the Assistant Manager, Maintenance III, and vendors or temporary personnel to ensure completion and quality of work.
• Policy Adherence and Resident Service : Ensure all property staff adhere to TNDC policies and procedures and respond to resident requests or complaints in a timely, efficient, and courteous manner.
• Maintenance Oversight : Supervise and schedule routine and preventive maintenance and custodial work; perform regular follow-up inspections.
• Emergency Planning : Develop and maintain an emergency plan to respond promptly to site emergencies; complete an incident report and forward to Property Supervisor within 24 hours.
• Meetings and Professional Activities : Attend and participate in professional activities, monthly community meetings, departmental meetings, regulatory agency meetings or inspections as needed.
• Other Responsibilities : Perform other tasks as assigned by Property Supervisor to ensure viable operation of the property.
• Occupancy and Marketing : Maintain high level of occupancy and ensure units are leased according to TNDC standards; actively market units in accordance with an approved marketing plan and regulatory requirements.
• Waiting List and Selection : Maintain Waiting List protocol and review completed rental applications and leases for accuracy and conformance to TNDC’s policy; conduct unit tours and applicant interviews including income verification.
• Property Readiness : Inspect vacant units and common areas daily to ensure readiness and good condition; ensure timely completion of work orders and turnover of vacant units.
• Finance : Adhere to accounting and reporting procedures; monitor financial condition of building; review delinquent accounts and coordinate with Property Supervisor; collect rents and input transactions in OneSite; perform daily deposits.
• Tenant Relations : Exercise good judgment and maintain amiable relationships with residents; adhere to Fair Housing / EEO requirements; perform inspections and address maintenance charges as needed.
• Compliance : Maintain resident files within regulatory guidelines; ensure compliance with regulatory requirements and reporting; manage HUD, Tax Credit, and MOH program compliance; enforce property rules and eviction processes per court orders.
• Qualifications : Demonstrated knowledge of property management, budget management, and facilities issues; experience with conflict resolution and resident relations; strong organizational skills.
