Job Description

We have an opening for Financial Analyst 4 (Senior) to work in a dynamic and fast-paced environment. You will be responsible for independent research, analysis and reporting of highly complex financial data and become the Subject Matter Expert for the Laboratory Infrastructure activities at the laboratory. This position is in the Budget Organization of the OCFO, in support of the Strategic Deterrence Principal Directorate. You will Serve as the Minor Construction Subject Matter Expert for the Director's Office Laboratory Infrastructure and Strategic Deterrence Weapons Infrastructure programs. Lead collaboration efforts with Laboratory stakeholders to improve, modify, and enhance planning processes and tools for minor construction planning throughout the Laboratory. Provide testing, coordination and validation in various environments related to infrastructure policy, training and data calls. Make recommendations to management. Formulate, communicate and implement decisions within scope of designated authority and provide extensive and highly complex financial and business process consultation and improvement expertise. Ensure accurate and timely documentation of assigned scope. Perform self-assessments and serve as the point-of-contact representing the organization in financial and user audits and preparing organizational responses to findings. Develops complex key institutional metrics, business indicators and other financial data and partner with appropriate analysts to ensure accurate and timely reporting as required. Establish, implement, and communicate policies, procedures and processes with organizational and institutional impact in response to DOE / NNSA / LLNL and other federal financial laws, orders, and guidelines; serve as an expert with regard to the interpretation and application of financial standards, policies, and procedures. Represent department, directorate and / or LLNL on working groups / committees and lead key efforts / projects to develop unique solutions to highly complex problems. Foster effective relationships with customers, colleagues, and programmatic and financial managers throughout the Laboratory, LLNS, NNSA, LFO and DOE Headquarters. Provide consultation and direction to Laboratory programs in the preparation, review, validation, and proposal of effective business solutions to resolve novel or highly complicated issues. Establish and maintain accurate, detailed financial records for the Laboratory and external entities including : DOE / NNSA, Strategic Performance Projects (SPP) sponsors, and audit agencies. Mentor team members on diverse topics. Proactively work as an individual contributor and as part of the team to improve the efficiencies, effectiveness, and internal controls of processes and, provide quality service to Laboratory personnel. Provide leadership to financial staff and lead special projects requiring development of unique solutions : set direction for a work group, oversee the execution of tasks and ensure appropriately completed staff work. Perform other duties as assigned.

Qualifications

Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship. Bachelor's degree in Business Administration, Accounting, Finance, or related field, or equivalent applicable experience in accounting, procurement, project management, auditing, or equivalent level of progressive competence obtained through professional-level experience, education, and training. Subject Matter Expert for the Infrastructure and Strategic Deterrence Weapons Infrastructure programs and activities. Lead the development, maintenance and enhancement of infrastructure activities. Ability to train and direct the work of others in field of expertise. Excellent interpersonal communication skills in both verbal and written forms necessary to tactfully establish and maintain effective work relationships and to provide advanced customer service to a wide variety of high-level personnel, internal and external to the Laboratory. Expert level experience compiling and analyzing financial data and information, extensive expertise in problem solving, and analytical skills to independently solve highly complex issues of a diverse nature. Expert experience in the development and maintenance of financial spreadsheets and databases containing advanced functions. Excellent communication skills both verbal and written. Advanced organizational skills to independently determine priorities, process multiple tasks simultaneously, and meet all deadlines. Ability to be innovative, assess situations, and make prudent decisions having a high consequence of error. Extensive experience with LLNL and DOE / NNSA policies and procedures.
