Job Title : Purchasing Agent
Department : Procurement
General Summary
Under general supervision of the department manager, the Purchasing Agent prepares bids, proposals and award documents; administers contracts, conducts negotiations and is responsible for maintaining compliance with applicable Federal, State and Authority procurement and contracting policies / regulations.
Duties and Responsibilities
- Procures Authority vehicles, supplies and equipment.
- Interfaces with vendor personnel, internal staff and government officials to facilitate solicitation, award and contract administration.
- Prepares solicitation and contract documents.
- Reviews statements of work, specifications and contract terms and conditions.
- Performs or obtains cost / price analysis, as appropriate.
- Negotiates with sellers and prepares awards.
- Ensures compliance with state, federal and Authority policies and procedures.
- Monitors sellers’ compliance / performance to ensure that specifications / statement of work are met.
- Maintains status and project file records of procurements including changes and modifications.
- Performs other duties as assigned.
Knowledge, Skills and Abilities
Bachelor’s degree in Public or Business Administration, or related field.Two years experience as a buyer or purchasing agent preferred.An equivalent combination or education and experience may be substituted for minimum requirements.Ability to exercise sound judgment in the selection and procurement of Authority goods and services.Basic knowledge of blueprint reading.Multi-task oriented.Strong organization and follow-up skills.Effective written and oral communication skills.Proficient use of a Windows-based word processing and spreadsheet applications.SMART is an Equal Opportunity Employer – Minority / Female / Disability / Veteran / Gender Identity / Sexual Orientation / Age
