Summary
Under direction, supervises professional and technical employees in the development, design, construction and maintenance of public works projects or review of engineering designs related to private land development.

Duties and Responsibilities
- Prepares technical reports and reviews comments regarding engineering studies, construction plans, and specifications
- Reviews land development design plans, studies, reports, and permits for compliance with the appropriate code and engineering design standards to recommend acceptance
- Reviews capital project design plans, project specifications, and cost estimates; attends review meetings and identifies and solves design problems
- Coordinates development of project designs with contractors, utility companies, landowners, developers, governmental agencies and the general public
- Provides information regarding drainage / floodplain issues, stormwater permits, roadway plans, traffic studies / warrants, and subdivision platting to County personnel and the general public
- Advises other Public Works sections on matters related to technical engineering issues
- Ensures right-of-way is acquired and coordinates acquisition activities for capital projects
- Attend public meetings to discuss capital projects, development projects, or other Public Works issues
- Conducts field investigations to evaluate engineering challenges and recommend solutions related to development, traffic / transportation, roadway, drainage / floodplain / stormwater, and construction
- Supervises Civil Engineers, Civil Engineering Assistants, and Engineering Technicians
- Assists with the preparation of the division budget
- Supervises staff in the development,design,construction,andmaintenanceofpublicworks,projectsto include transportation, traffic, and flood control capital projects Performs related duties as required. Coordinates engineering consultants, reviews, makes recommendations for changes and makes recommendations for approving plans, specifications, and bidding documents.
- Must have extensive knowledge and experience in regulatory codes including, but not limited to, TxDOT Design and Bridge Manuals, AASHTO Design Manual, Texas Manual of Uniform Traffic Control Devices (TMUTCD), and FEMA and USACE Regulations.
- Prepares Requests for Qualifications (RFQs) regarding professional engineering, construction inspection, construction management, and materials testing services. Subsequently reviews and evaluates Statements of Qualifications (SOQs)andassistsintherecommendationforselectionprocess,scoping,andnegotiationof professional services agreements.
- Reviews, analyzes, and makes recommendations on accepting / rejecting construction contract bids, attends and assists in coordinating pre-bid, pre-construction, and construction meetings
- Monitors construction contractsandprofessionalservicesagreements,ensurescompliancewiththose agreements and contracts, and processes invoices for work completed under those contracts and agreements.
- Able to perform limited master planning forecasting duties for both flood control and transportation projects. These duties may include scoping, technical scoring and reviews, field visits, and resource allocations necessary to adequately program future capital projects.
- Assists with implementation and revisions to County Court Orders, City Ordinances, and other regulatory codes, and coordinates recommended changes internal and external stakeholders
- Performs related duties as required
Minimum Qualifications
Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or closely related engineering discipline; six (6) years of civil engineering experience including two (2) years in a lead or supervisory capacity; or an equivalent combination of education and experienceMust be a Licensed Professional Engineer in the State of Texas Must have a valid Class C Texas driver's licenseConsiderable knowledge of civil engineering practices and procedures involving traffic, roadway, drainage, and bridge plan design and / or floodplain managementSkill in managing multiple projects simultaneouslyAbility to supervise technical and skilled employees; ability to communicate effectively with internal and external stakeholders such as other staff, constituents, developers, and contractors, both verbally and in writing; ability to operate personal computer, peripherals, cellular phone and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, Elected / Appointed Officials, outside agencies, the news media and the publicMust secure and maintain a favorable background investigation and clearanceMust clear a pre-employment physical and a pre-employment drug screen testMay be required to work more than 40 hours during the workweekWorking Environment and Physical Demands :
