Field Engineer - NAVFAC NORTHWEST - Naval Base Kitsap (NBK)

Responsibilities :
- Furnish the FEAD or their designated Government representatives with documentation indicating whether the construction conforms to the contract requirements.
- Coordinate requests from Construction Contractor and Client.
- Review RFIs and provide analysis / comments / recommendations to the Government Representative.
- Review submittals and provide analysis / comments / recommendations to the Government Representative.
- Provide Quality Assurance (QA) of the adequacy of the construction contractor's quality control program and tasks.
- Participate in all pre-construction, post-award, and partnering activities during construction, including workshops and meetings. Monitor control checklists for accuracy and thoroughness.
- Visit project sites to assess facility conditions and develop recommendations.
- Monitor compliance with environmental protection requirements and document findings.
- Follow NAVFAC standards and procedures, including BMS, BOP, and NETOPS, in task execution.
- Review construction schedules and provide notes and recommendations.
- Report and document non-compliance with quality control and safety requirements.
- Monitor construction surveying, materials, and system testing.
- Support the construction manager or engineering technician as needed.
- Review daily quality control, safety, and production reports.
Qualifications :
At least five years of experience as a Field Engineer, Construction Manager, or similar on Department of Navy or DoD projects.Knowledge or training in Primavera or other scheduling software is desirable.Understanding of the three-phases of control and Construction Quality Management.Solid knowledge of construction principles and practices.Ability to communicate fluently in English.Desired : Current USACE / NAVFAC CQMC training or ability to obtain it.Education & Other Requirements :
Bachelor's degree in engineering, architecture, construction management, or related field from an accredited institution. Engineers in Training or licensed engineers are exempt from this requirement.Physical capability for site visits and inspections, including walking, climbing, and working around machinery and chemicals.Valid US driver's license.Proof of U.S. citizenship.Note : Candidates must pass background and security checks.
