Summary

This position is responsible for coordinating the county's fixed asset inventory and is engaged in the purchasing of supplies, materials, equipment and services by evaluating vendor quotes to obtain the best value for the County. Assist with research, preparation, solicitation and evaluation of sealed bids. Ensures compliance with Lubbock County's purchasing policy and state statutes. The work consists of related fixed asset management duties. The variety of asset types contributes to the complexity of the position. Success in this position contributes to the efficiency and effectiveness of county operations.

Essential Duties

• Prepares annual inventory list for review by Commissioner's Court and Auditor.
• Oversees regular physical inventories of county property.
• Receives incoming merchandise; reviews shipments received to ensure compliance with specifications; tags items according to tagging guidelines; inputs new items in inventory system.
• Registers new and forfeited vehicles; receives and inspects vehicles; processes protocol forms; processes vehicle tag documentation; obtains registration stickers for all vehicles.
• Prepares agenda items for the disposition, transfer or donation of surplus items; coordinates the disposition of items; coordinates vehicle and surplus items for auctions.
• Evaluates and recommends award of bid and proposals. Issues purchase orders for all commodities.
• Analyzes department requisitions to determine which vendors provide materials, services, and products at the best price and delivery.
• Contacts vendors to resolve issues arising from nonconforming specifications, poor services, late delivery, cancelled orders, improper invoicing, and back orders.
• Interprets State of Texas purchasing laws and advises department leaders on the statutes.
• Utilize Cooperative Purchasing Contracts when appropriate.
• Prepare and solicits informal competitive quotes and formal sealed bids within all commodity groups.
• Other duties as may be assigned.

Position Requirements

QUALIFICATIONS : Bachelor's Degree in Business Administration or related field required. Two years asset management and / or purchasing experience is preferred. Must be proficient in MS Office software programs. Must possess business and technical writing skills. Must possess a valid Texas Driver's License.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS : Maintain the ability to occasionally stand, walk, kneel, and bend during the shift. Reach, grip and use fine dexterity; Push and pull objects; This work is typically performed while intermittently sitting, standing, or stooping. The employee frequently lifts light and occasionally heavy objects. The work is typically performed in an office, stockroom, warehouse, or outdoors, occasionally in cold or inclement weather.

Safety Recommendations / Requirements : Must be knowledgeable about and follow the County's safety policies and procedures. Proper care and caution must be observed while driving County vehicle.
