Knowledge Management, Learning, and Communications Senior Specialist at IDB Group, based in Washington DC. The Office of Evaluation and Oversight (OVE) evaluates the IDB Group’s work, supports capacity building in monitoring and evaluation, and collaborates with the Evaluation Cooperation Group (ECG).
About this position
We are seeking a senior professional with experience in knowledge management (KM), developmental and content editing, teaching, and communications (Comms) for evaluation in development.
What you’ll do
- Knowledge Management : Lead the design, implementation, and continuous improvement of knowledge systems, products, and practices to ensure evidence, findings, and lessons from OVE are accessible, relevant, and used by internal and external stakeholders. Oversee systematic capture, tagging, and organization of evaluation ratings, findings, lessons, and recommendations. Develop taxonomies, metadata standards, and controlled vocabularies for effective retrieval. Develop process guidance, templates, forms, and checklists to prepare documents.
- Developmental and content editing : Provide developmental and content editing for evaluation reports and assist the director with editorial reviews. Ensure all OVE Board submissions meet editorial standards; develop and maintain models, formatting, and style guidelines. Oversee quality of non-Board OVE products. Supervise and mentor staff and consultants involved in editing.
- Communications : Advise the Director on engagement strategy, campaign design, and reputational risk management. Assist Cluster Leaders and OVE teams in creating communication strategies for evaluations. Integrate evaluation insights into corporate learning and policy. Organize events to share evaluation lessons. Use digital platforms and networks to expand OVE’s knowledge reach. Oversee OVE’s intranet, website, and social media.
- Data, systems, and technology solutions : Maintain and update, based on staff needs, a standardized set of software for evaluation needs (e.g., multivariate and qualitative data analysis, programming and data science, relational databases, visualization, collaboration, survey tools, geospatial analysis, and AI interfaces). Coordinate with IT to train staff on necessary tools. Design, implement, and maintain KM tools and IT / content systems, including a database of OVE evaluation reports and ratings. Ensure interoperability between KM systems and corporate platforms. Promote tools (data visualization, AI-driven search) to improve usability of findings. Include hands-on programming in Python, R, and Stata to pilot visualizations and AI interfaces for evaluations and knowledge sharing.
- Staff skills enhancement : Create an annual learning plan with events, online modules, and in-person training on evaluative methods, data analysis, visualization, writing, AI tools, KM, and communications. Develop syllabi and organize annual learning days and targeted sessions to improve staff capabilities in evaluation and knowledge sharing.
- Collaboration : Partner with the principal advisor, cluster leaders, and OVE teams to integrate KM and communications into evaluation planning; support staff to sustain effective work; build partnerships with MDBs, evaluation networks, UN agencies, and academia to share methods and best practices.
What you'll need
Education : Master or PhD (preferred) in interdisciplinary fields such as Cognitive Science, Pure and Applied Logic, Philosophy, Mathematics and Computer Science, or other disciplines that cultivate analytical reasoning and technical fluency to design and manage knowledge systems. A specialization in evaluation, economics, or public policy is a plus.Experience : (1) Minimum 12 years in international development with a focus on MDB evaluations; (2) expertise in KM, including business needs analysis, technical documentation, systems integration, UX design, data analysis, Python and R, and leading technical teams; (3) ability to craft and guide impactful evaluation reports, blog posts, and social media content; (4) teaching background in logic, writing, and evaluation; (5) communications management in complex, multi-stakeholder environments; (6) strong teamwork in fast-paced settings; (7) experience coordinating with senior counterparts and diplomacy; (8) leadership in designing and delivering professional learning programs. Preferred : (1) AI tools for evidence gathering and dissemination; (2) experience in the LAC region.Technical Innovation : Design and enhance advanced KM systems to support evaluation, communication, and learning. Use systems architecture, object-oriented design, and database development. Apply Python, R, and data science tools for dashboards, AI search, and visualizations. Employ machine learning and NLP to aid synthesis and analysis. Work with IT to ensure compatibility and train evaluators.Writing and Editing : Prepare well-organized evaluation reports and brief communications, using evidence-based writing. Create templates, standards, and formats for written communication. Produce information kits, presentations, and other materials.Stakeholder Insight and Outreach : Build stakeholder relationships to gain support, share plans, address needs by connecting information sources, analyze profiles for prioritized communication, and evaluate outreach impact.Innovates and Takes Risks : Demonstrate creativity, collaborate to drive innovation, and take calculated risks. Use industry benchmarks to identify opportunities and streamline processes. Foster an experimental culture to enhance knowledge.Language : Fluent in English and either Spanish, French, or Portuguese. If not fluent in Spanish, training is required for long-term success.Requirements
