Position Overview : Seeking an experienced Technology Transition Subject Matter Expert (SME) to provide expert acquisition and technology transition support under the USG Military contract. The ideal candidate will bring deep knowledge of DoD acquisition processes, strong analytical capabilities, and a proven record of transitioning advanced technologies into fielded solutions. This position plays a pivotal role in supporting capability planning, acquisition lifecycle documentation, risk management, program integration, and innovation pipeline execution for emerging AF systems.
Key Responsibilities :
Acquisition Planning and Execution :
- Develop, review, and manage pre- and post-award acquisition documentation.
- Support program milestone planning (e.g., SRR, PDR, CDR, TRR, PRR).
- Analyze contracting requirements and contribute to strategy development.
- Maintain Integrated Master Schedules (IMS) and perform EVM and schedule analysis.
Program Analysis and Reporting :
Evaluate program performance, cost, and schedule risks.Conduct efficiency studies and acquisition strategy assessments.Prepare acquisition plans and documentation aligned with DoD standards.Support DAES, SARs, MARs, and SOCCER reporting.Requirements and Capability Development :
Support JCIDS processes and related documentation (CDD, CPD, CONOPS).Facilitate capability planning events such as I-SUMMITs, CRRAs, and HPTs.Ensure interoperability and alignment of requirements across systems.Technology Transition Support :
Support the SBIR and RIF programs, ATDs, and advanced innovation initiatives.Apply systems engineering principles to streamline transition execution.Identify integration challenges and align efforts across platforms.Lead planning for rapid prototyping and early-stage requirement analysis.Coordinate technology insertion efforts across acquisition phases and platforms.Document Management :
Draft, edit, and maintain DIDs, CDRLs, and acquisition deliverables.Manage AF Form 1067 proposal processes from intake through archive.Ensure documentation complies with AFLCMC, AFMC, and DoD policy.Stakeholder Engagement & Mission Partner Coordination :
Coordinate with MAJCOMs, Air Staff, test agencies, and external stakeholders.Support reviews, IPTs, readiness exercises, and working groups.Provide briefings and decision-ready analysis to senior leadership.Requirements :

Active Secret Clearance at time of hire; eligible for Top Secret upgrade.U.S. Citizenship required.Education & Experience (one of the following) :
Master’s degree and 15 years of experience (5 years within DoD).Bachelor’s degree and 18 years of experience (5 years within DoD).High School Diploma / GED and 24 years of relevant experience (5 years within DoD).Technical Experience (10+ years in at least 6 of the following areas) :
Development planning and technology transition strategyAcquisition lifecycle strategy and milestone documentationSBIR and RIF program supportSystems engineering and early-stage requirement developmentAnalyses and validation of innovative tech programsPre-acquisition and acquisition strategy implementationDevelopment of pre / post-award documentsRisk planning, staff coordination, and milestone trackingSpecification development and CONOPS draftingIntegration of capabilities across multi-platform timeframesAFROC coordination and IPT participationPreferred Skills :
Proficiency in Microsoft Project, Excel, and government acquisition toolsExperience with EVM, IMS, and OEM-specific scheduling systemsStrong writing, briefing, and stakeholder engagement skillsKnowledge of modeling, simulation, and analysis (MS&A) tools and applicationsExperience facilitating cross-enterprise and interagency collaborationWork Environment & Additional Notes :
