The Center for Development and Disability (CDD), established in 1990, is New Mexico's University Center for Excellence in Developmental Disabilities Education, Research and Service. These centers, authorized by the Developmental Disabilities Assistance and Bill of Rights Act, build the capacities of states and communities to respond to the needs of individuals with developmental disabilities and their families.
The CDD is the largest division within the Department of Pediatrics, with $30M in externally-funded projects and approximately 300 staff and faculty working at the main location and in satellite offices across the state. The CDD operates and manages an independent IT domain, 25+ servers, including a fault-tolerant hypervisor environment, an integrated network environment, network connected printers, cloud-hosted on and on-premise applications, web services, a multi-node clinic camera system, several multifunctional conference rooms, employee issued computers / technology, and more.
The CDD is seeking a skilled professional to provide management and oversight for technology related services, projects and staff. In this role, the selected candidate will :
Oversee and participate in the design, development, implementation and evaluation of technology systems. Manage projects from start to finish, including work allocation, ensuring successful completion. Ensure that all technical systems interoperate correctly and ensure that all IT dependencies are accounted for and maintained. Ensure that all technical systems are secured and that IT processes properly safeguard data. Complete security reviews for each cloud hosted application contracted at the CDD. Act as the point of contact for Health System and UNM IT teams to provide technical direction and make needed technology changes as centralized IT systems evolve.
Supervise personnel, which includes work allocation, training, promotion and enforcement of internal procedures and controls, and problem resolution. Evaluate performance and make recommendations for personnel actions. Motivate employees to achieve peak productivity and performance. Work with their team and with program managers, to establish functional requirements to translate into system implementations to drive business value. Keep a watchful eye on the entire computing environment to ensure that all CDD staff and faculty have the technical resources they need to complete their jobs.
Plan, oversee, and coordinate the development, installation, and support an integrated IT domain. Ensure that servers and services are available for use, tested, and upgraded regularly. Monitor network performance, vulnerabilities, workstation management and system backup and recovery. Ensure little or no downtime of managed services for end users.
Plan and coordinate the analysis, design, programming, timely implementation, and testing of application projects for CDD. Manage web presences orchestrated through the use of the Cascade content management system and Wordpress. Meet regularly with program staff and funders to coordinate efforts to update web content, upload revisions to PDF documents, change pictures, rearrange content and to provide interactive features for web users to fulfill specific scopes of work agreed upon with funders. Participate in an upcoming website redesign project, working closely with their technical team, program managers, marketing representatives and other stakeholders to develop and execute a plan supporting this initiative. Manage web-based training resources that serve thousands of users across the State.
Provide leadership and technical expertise in the planning, design, implementation, and maintenance of 20+ operational SQL-based databases with ASP.Net web frontends that are developed and maintained in-house to capture data points to be aggregated for reporting to funders. Monitor and coordinate databases to optimize performance and interactivity. Work continuously with program staff to ensure that the data systems designated in their areas meet their needs. Work closely with program staff to coordinate efforts to develop reports to be run periodically and on an ad hoc basis. Lead their team to aggregate data from external systems including Google Analytics, LearningStream, Survey Monkey, Captivate and other cloud-hosted systems, normalizing the data, to present it in a meaningful way to accurately represent the performance of Center programs.
Oversee the provision of technical support across the Center, supporting 300+ faculty and staff, onsite and around the state, as well as 6 multifunctional conference rooms. Work side-by-side with programmatic staff to account for all details in advance to ensure that meetings that are in-person, remote-only connections and hybrid events take place successfully. Perform problem resolution and provides on-call support for all systems and services. Maintain a birds-eye view of all technology provisioned to staff including technology provisioned solely at CDD and cloud applications contracted directly by CDD, technology provisioned through the Health Sciences Center, University Hospital, UNM Medical Group Inc., UNM Main, State sponsored technology systems and others to ensure that Center staff have the technical resources need to do their job.
Minimum Qualifications :
Bachelor's degree; at least 5 years of experience directly related to the duties and responsibilities specified.
Completed degree(s) from an accredited institution that are above the minimum education requirement may be substituted for experience on a year for year basis.
Preferred Qualifications :
Managing large IT-related projects; supervising and providing direction for technical staff with diverse skills across the technology stack; managing hybrid technology environments, including integrating and securing cloud-hosted and on-premise implementations; managing technical customer service for a multifaceted organization of more than 250 end-users and several external partners; leading application development projects using the Software Development Life Cycle or an equivalent structured process; designing modern data architectures that supports both operational and analytical workloads and experience in presenting data to drive decision-making.
