Position Description

Texas Tech University Health Sciences Center (TTUHSC) is seeking an Assistant Vice President for Clinical Programs to serve as a strategic and operational leader to optimize funding opportunities across the enterprise. This individual will work with executive leadership to identify existing and emerging federal and state funding opportunities to expand health care across the TTUHSC service region by augmenting existing resources and strategically developing new initiatives.

Major / Essential Functions

Strategic and Financial Planning – Lead analysis and planning efforts to identify emerging opportunities for community clinical program growth, aligning institutional objectives with community-based reimbursement, contracting, and funding opportunities.

Regulatory and Compliance Leadership – In coordination with the TTUHSC Office of the General Counsel, Compliance Department, and Government Relations Office, interpret and work with TTUHSC clinical leadership to operationalize federal and state policies—including HRSA, CMS, and state Medicaid regulations—to ensure compliance and maximize eligible funding and program participation.

Revenue Enhancement and Program Optimization – Evaluate clinical operations and program structures to identify opportunities for enhanced reimbursement, and revenue capture through improved utilization of government financial vehicles, and grant alignment.

Systemwide Improvement and Integration – Develop and implement processes that improve coordination among clinical units, supporting scalable and compliant operational models across the clinical endeavors of TTUHSC and partner entities.

Community and Rural Partnership Strategy – In coordination with TTUHSC clinical leadership, strengthen collaborations with Federally Qualified Health Centers, hospital systems, and public health agencies to expand service access, reduce duplication, and enhance financial sustainability of shared initiatives.

Behavioral Health and Access Expansion – In coordination with TTUHSC clinical leadership, support the development of integrated care and behavioral health access models that align with funding mechanisms, performance standards, and statewide health priorities.

Regulatory Interface and Institutional Representation – In coordination with the TTUHSC Government Affairs Office, serve as a liaison to HRSA, CMS, state agencies, and accrediting bodies, ensuring institutional readiness for audits, reviews, and new funding initiatives.

Data-Informed Decision Support – Advise senior leadership using financial, operational, and compliance data to inform decisions regarding program feasibility, expansion, and risk mitigation.

Grant and Alternative Funding Strategy – In coordination with TTUHSC clinical leadership, identify, pursue, and manage federal, state, and private funding opportunities to expand access and improve financial sustainability across the clinical enterprise.

Performance Monitoring and Accountability – In coordination TTUHSC clinical leadership, establish and maintain dashboards and reporting frameworks that measure compliance, financial performance, and access outcomes across programs and partnerships.

Organizational Policy Development – In coordination with TTUHSC clinical leadership, the TTUHSC Compliance Office, and the Texas Tech System Internal Audit Office, draft, update, and implement administrative policies and procedures that standardize regulatory compliance, optimize billing and reimbursement workflows, and strengthen internal controls.

Stakeholder Engagement and Communication - Regularly evaluate, develop and implement communication strategies for internal and external stakeholders centered on the key functions of the position.
