Job Title : Library Media Operations

Position Function : Serve as the supervisor of personnel and activities for the day-to-day operation of the Library Media and Textbook Services Department and provide the leadership for the delivery of exemplary library media services and textbook and curriculum resources district wide. This position reports to the Assistant Superintendent of Learning Services and / or Executive Director of Curriculum and Instructional Design.

Essential Performance Responsibilities :

  • Coordinate and supervise the work of Library Media and Textbook Services personnel to assure those functions that are the responsibilities of the Library Media Services Department are completed in an efficient and effective manner. Successfully mediate and resolve personnel issues that arise in Library Media and Textbook Services
  • Monitor and supervise the administration of the district-wide Follett Library and Textbook website. Enter title records into Textbook Manager. Update and monitor the accuracy of the system access levels for the site textbook managers
  • Supervise the ordering, purchasing, receiving, processing and distribution of library materials, textbooks and curriculum resources as directed by the appropriate district staff
  • Supervise the maintenance and organization of the inventory of excess textbook and curriculum resources located in the Textbook Area of the SSC Warehouse
  • Supervise the processing and distribution of library materials, textbooks and curriculum resources ordered by and sent to Library Media and Textbook Services by schools and other district staff to ensure the process is being completed efficiently and in a timely manner
  • Assist first and second year elementary and middle school Library Media Specialists with collection development and library orders
  • Oversee the collaboration with district and building administrators and the Library Curriculum Specialist to provide an exemplary library program at every site

Work with building administrators to provide training, information and resources needed by the site textbook managers

  • Provide feedback to hiring managers filling library positions K-12 as requested. Work in collaboration with the Elementary Executive Director of Curriculum and Instruction and Library Curriculum Specialist to manage library staffing.
  • Communicate effectively with all personnel involved with placement and funding of library media specialists
  • Maintain knowledge of State Board of Education compliance guidelines concerning allocation allotments and licensure requirements as necessary
  • Serve as the district representative for the design and construction review of new and remodeled library media centers. Act as advisor for selecting appropriate library furniture for school libraries. Coordinate assistance by Library Media and Textbook Services Staff for moving library collections
  • Research sources, formally request permission for rights, and maintain records pertaining to copyright clearances for all types of print and non-print media for district staff. Publish and communicate copyright guidelines to district staff
  • Provide technical advice and expedite procedures for negotiating and obtaining textbook, curriculum resources and multimedia resources licensing agreements; specifications for purchasing equipment and supplies; and negotiating contracts and routine business transactions with library material suppliers. Attend supplier bid and product concerns meets with Purchasing Department personnel. Attend BOE Meetings when agenda item pertains to purchasing library materials
  • Organize, plan and lead meetings with Library Media and Textbook Services staff for solving departmental issues, planning department meetings, in-service training, and other events. Also,, serve as a member of other district committees.
  • Assist with creating and maintaining the Library Media and Textbook Services portal presence and web site
  • Collaborate and communicate with community organizations and individuals to create partnerships that provide support and beneficial opportunities for our students and staff, i.e. Wichita Public Library, School Library Advocacy Group, Wichita Area Library Association, Watermark Books and many others
  • Serve as a member of the Curriculum and Instructional Design and School Service Center Building Directors Team representing Library Media and Textbook Services as the leader of the department
  • Serve on the Professional Board of Review to determine the disposition of challenged materials. Collaborate with the Print Materials Library Media Specialist to assure that Board policy and procedures are followed
  • Represent the district as the liaison with the State Library of Kansas
  • Assist with scheduling, shipping and receiving returned multimedia and library resources ordered by customers from the district’s library
  • Revise, review and implement BOE Policies pertaining to Library Media and Textbook Services
  • Search for grant opportunities for Library Media and Textbook Services and school library media staff. Complete applications and follow the guidelines and maintain records necessary to successfully fulfill the grant requirements
  • Serve on interviewing committees for classified and certified personnel. Assist with committee member selection, developing interview questions, scheduling interview, etc.
  • Provide and attend professional growth training opportunities for Library Media and Textbook Services Staff
  • Assist with inventory, reorganizing and special library and textbook projects at school sites
  • Prepare, duplicate and distribute materials for department meetings, in-service training sessions, etc. Make arrangements for in-service presenters and assist instructor(s) at in-service sessions. Participate as a presenter of pertinent information
  • Track inventory of excess library furniture and assign to school libraries as requested
  • Coordinate, prepare and maintain forms, records and reports for payroll, department budgetary planning, routine business transactions, petty cash account, district procurement card, work order requests, print requests, and grants, licensing obligations, equipment inventory, policies and personnel issues. Prepare BOE Agenda Items as needed and attend required Board of Education meetings
  • Perform other duties as assigned by supervisor.
  • Additional Duties : Assists with additional duties as assigned by supervisor.

    Equipment : This position may require the ability to use SMART boards and iPads in addition to basic office equipment such as computers, copiers, scanners, and fax machine. Must always comply with USD 259’s guidelines for equipment use.

    Travel : Limited travel between schools and central offices may be required.

    Physical and Mental Demands :

  • Ability to perform all tasks and work the hours required
  • Ability to work overtime on short notice may be required
  • Work in standard school building environments and warehouse
  • Daily schedule may fluctuate to accommodate deadlines
  • Attendance at meetings and in-services is required
  • Must be able to walk long distances
  • Stand or sit for long periods of time
  • Bend / twist, balance, stoop, climb steps, reach overhead, lift, push / pull up to 20 pounds or more with assistance
  • Knowledge, Skills, and Abilities :

  • Understanding of library processes
  • Adequate knowledge of computers and software applications, 10 key and other office equipment
  • Ability to communicate both verbally and written in order to communicate with others inside and outside of the organization for the purpose of giving and obtaining information
  • Ability to communicate effectively with a Supervisor when their discretion is needed
  • Ability to perform as an effective team leader, managing employees, budgets and projects
  • Ability to plan, organize, make decisions and prioritize work to meet the daily demands of the department
  • Exhibit a professional manner and a positive attitude
  • Use good judgment to make decisions and display a significant degree of professionalism and confidentiality
  • Ability to conform to proper standards of professional dress and appearance

    Employee Punctuality and Appearance :

    In order for schools to operate effectively, employees are expected to perform all assigned duties and work all scheduled hours during each designated workday, unless the employee has received approved leave. Any deviation from assigned hours must have prior approval from the employee’s supervisor or building administrator. All employees are required to report to work dressed in a manner that reflects a positive image of USD 259 and is appropriate for their position.

    Qualification Profile :

  • A Bachelor’s degree in related field required; advanced degree preferred
  • Preferred Library Media professional licensure
  • Preferred minimum of 3 years’ experience supervising staff
  • Preferred minimum of 5 years’ experience in Library or Textbook Services
