Overview This position can be based in Washington, DC, Orlando, FL or San Antonio, TX The Work The Operations Manager / Project Manager II shall be customer-focused, responsive, reliable, and detail-oriented with solid managerial, communication, and problem-solving skills. This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse. Responsibilities Key Responsibilities

  • Ensure the consistent execution of day-to-day operations, including performance monitoring to meet service delivery expectations and key performance indicators (KPIs).
  • Establish, implement, and monitor operational standards, policies, and standard operating procedures (SOPs).
  • Manage personnel deployment, workload distribution, and resource allocation to maximize operational efficiency.
  • Oversee contractor staff and government personnel supporting program or project tasks.
  • Identify, prioritize, and mitigate operational risks to include cybersecurity, supply chain concerns, and any challenges impacting mission-critical activities.
  • Develop contingency plans to ensure continuity of operations (COOP) during emergencies or disruptions.
  • Develop and manage periodic status reports, operational metrics, and compliance documentation for internal stakeholders or oversight agencies.
  • Maintain compliance with federal and client specific regulations, including FISMA, acquisition policies, and performance management standards.
  • Develop detailed project plans, including scope, schedule, budget, and resource requirements, in compliance with the client's acquisition and project management processes (e.g., Acquisition Management Directive 102-01).
  • Define project objectives and align them with the client's mission goals or division-specific priorities.
  • Oversee the execution of multiple medium- to large-scale projects, ensuring they are delivered on time, within scope, and on budget.
  • Monitor task progress, adjust schedules, and reallocate resources as needed to meet changing requirements or address issues.
  • Act as the primary point of contact for project stakeholders, including the client's leadership, interagency partners, and contractors.
  • Conduct regular status meetings, briefings, and consultations to ensure clear communication and alignment of goals.
  • Monitor contractor performance to ensure compliance with contract terms, deliverables, and quality standards.
  • Manage project change requests, controlling scope creep and ensuring modifications meet mission needs while adhering to contracting and budgetary limitations.
  • Lead cross-functional teams, mentor junior staff, and foster a collaborative working environment.
  • Conduct performance reviews, identify training needs, and support professional development initiatives.
  • Work cohesively with other components, federal agencies, and external stakeholders for mission success.
  • Participate in joint planning and policy-setting discussions, ensuring representation of the project's or program's goals.
  • Make critical and timely decisions during operational or security challenges.
  • Serve as an escalation point for operational or project-related issues requiring senior-level intervention.
  • Ensure alignment with the client's policies, directives, and federal government guidelines (e.g., FAR, Federal IT Acquisition Reform Act, EVM principles).
  • Comply with security and data privacy standards (e.g., Sensitive Systems Policy Directive 4300A).
  • Implement quality assurance and performance measurement systems.
  • Monitor and evaluate project deliverables, ensuring they align with mission goals and technical specifications.
  • Develop and manage operating budgets, ensuring cost-effectiveness and fiscal accountability within approved thresholds.
  • Track financial performance, ensuring compliance with financial planning guidelines and reporting requirements.
  • Contribute to acquisition lifecycle support, including market research, evaluation of contractor proposals, and performance requirements.
  • Supporting IT operations or modernization efforts if assigned to technology-driven programs.
  • Assisting with emergency management initiatives and disaster logistics if aligned with FEMA or other critical client components.
  • Enhancing supply chain security or critical infrastructure protection when working on border or cybersecurity-related initiatives.
  • Partnering on modernization of immigration services if working with USCIS.
  • Other duties as assigned.

Qualifications Qualifications - Here's What You Need

  • A minimum of three (3) years of service desk and supervisory experience.
  • Expertise in PM methodologies such as Agile, Scrum, or Waterfall, and tools like MS Project. Certification such as PMP is often preferred.
  • Policy & Regulatory Knowledge : Familiarity with DHS policy frameworks, federal acquisition regulations (FAR), and agency-specific compliance measures.
  • Leadership & Communication Skills : Ability to motivate teams, articulate project goals, and maintain stakeholder engagement toward shared objectives.
  • Risk Management & Problem Solving : Expertise in identifying mission, operational, or project risks and implementing effective mitigation strategies.
  • DHS Suitability.
  • Must be able to pass a background check. May require additional background checks as required by projects and / or clients at any time during employment.
  • Minimum Skills :

  • Exceptional interpersonal skills with the ability to communicate in a clear, professional, and articulate manner.
  • Exceptional verbal and written communication skills.
  • Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.
  • Proven ability to multitask and prioritize in a fast past environment with changing priorities; adaptable to change and a quick learner.
  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Ability to handle sensitive and confidential information appropriately
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
  • Desired Qualifications :

  • Relevant DHS experience strongly preferred.
  • Bachelor's Degree preferred.
