Principal Specialist, Material Program Manager (MPM)

Raytheon is seeking a Principal Specialist, Material Program Manager (MPM) to support the Naval Missiles (NAM) SSBU within the Naval Power strategic business unit, onsite in Tucson, Arizona. This position is primarily responsible for the coordination and execution of all Front End of the Business activities for Operations and Supply Chain. The ideal MPM candidate will have project management experience and supply chain skills necessary to be accountable for ensuring supplier performance. This candidate must also be a self-starter, capable of achieving organizational and program objectives, and must be able to successfully interface with all levels of internal management, including supplier management. This candidate will ensure cohesive alignment with supply chain and enterprise objectives, and be the liaison between the Program Manager, Integrated Product Teams (IPTs), other functional stakeholders, and the Supply Chain organization.

What You Will Do

  • Provide comprehensive Supply Chain support & management for all proposal activities and ensure compliance for the programs and tailoring when applicable, including but not limited to creating, managing, and executing Material Program Strategy (MPS) and the Material Program Plan (MPP).
  • Develop and lead supply chain proposal activities including task descriptions and bases of estimates, coordinating development of material cost, and MCB (Material Contract Brief) processes.
  • Coordinate with program engineering and operations in the development of proposal BOMs (bills of material)
  • Proposal development and familiarity with government contracting processes (e.g., FAR / DFARS).
  • Own the supplier management process including supplier performance, Supply Chain metrics, international issues, Make / Buy Where strategy, strategic agreements, and communication of customer flow through requirements such as FAR / DFARS, ITAR, offset, public law, quality, warranty, etc.
  • Develop and execute risk / opportunity plans to meet program objectives.
  • Identify and develop opportunities for small business participation.
  • Partner with our internal acquisitions team to manage supplier & subcontractor performance in meeting program needs.
  • Be a member of the program office that participates in Integrated Product Team (IPT) meetings.
  • Work closely with Engineering, Quality and Operations to create a schedule based on Material Requirements Planning (MRP).
  • Monitor and proactively act to address performance and financial metrics including those related to cost, schedule, quality and EVM.
  • Responsible for financial tasks related to material including developing and tracking budgets, targets, working capital, initiating & maintaining accurate sales forecasts, short-range outlooks (SRO), material EACs, sales and operating Plans and Annual Operating Plans (AOP).
  • May act as the Control Account Manager (CAM) for material and SCM labor.
  • Flow down Program Requirements and Supplier Management Best Practices to suppliers which include risk mitigation and subcontract management plans.

Qualifications You Must Have

  • Typically requires a university degree or equivalent experience and a minimum of 5 years prior relevant buyer and / or estimating experience, or an advanced degree in a related field and a minimum of 2 years of prior relevant buyer and / or estimating experience.
  • Experience writing supply chain proposals.
  • Qualifications We Prefer

  • Supply chain experience in the Aerospace or Defense industry.
  • Active and transferrable U.S. government issued security clearance
  • Experience with MS Office (i.e. Word, Power Point, Excel and Project).
  • Earned Value Management (EVM) certification or equivalent.
  • Experience implementing continuous improvement, Six Sigma or Lean methodologies / principals.
  • Location : This position is for an onsite role in Tucson, Arizona.

    The salary range for this role is 82,000 USD - 164,000 USD. The salary range provided is a good faith estimate representative of all experience levels. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and / or the company's performance. This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
