Job Description

The Vice President of Impact Strategy provides visionary leadership and strategic alignment for Liberty Hill Foundation’s programs, ensuring that all initiatives advance the organization’s North Star of building power in communities most impacted by systemic oppression. This senior leadership role drives the integration of the Foundation’s new Strategic Plan into programmatic strategies, aligning efforts with the evolving social justice landscape while ensuring effective management, compliance, and oversight of government contracts and program budgets.

Reporting to the Chief Impact Officer (CIO), the VP of Impact Strategy collaborates closely with the VP of Impact Operations to ensure programmatic implementation supports strategic objectives and meets funding requirements. This role also advises the CIO and CEO on shaping Liberty Hill’s long-term agenda, including the Agenda for a Just Future, participatory grantmaking strategies, and the Foundation’s Common Agenda work. As a senior thought partner, the VP designs and refines metrics to track progress, fosters cross-team alignment, and ensures government-funded programs adhere to compliance, reporting, and budgetary guidelines.

This position is a unique opportunity to lead transformative change, strengthening program strategy, funding sustainability, and impact measurement while ensuring fiscal responsibility and compliance with funding partners, including public agencies.

  • Partner with the CIO and CEO to plot the course for Liberty Hill’s Agenda for a Just Future, Common Agenda, and other long-term strategies.
  • Analyze trends in the social justice landscape to refine and align grantmaking strategies, programmatic priorities, and government-funded initiatives.
  • Collaborate with the VP of Impact Operations to ensure seamless integration between strategic planning, program implementation, and budget management.

Grantmaking and Program Strategy

  • Oversee the design and refinement of participatory grantmaking strategies, ensuring they reflect the Foundation’s values and strategic objectives.
  • Guide the development and execution of impactful grantmaking portfolios, including Fund for Change, Liberty Vote!, and others, to address racial, economic, and environmental justice.
  • Lead efforts to integrate innovative evaluation frameworks into grantmaking and program strategies, enabling data-informed decision-making and measurable progress.
  • Government Contract & Budget Management

  • Develop and implement policies and procedures to manage public funding streams, ensuring compliance with local, state, and federal regulations.
  • Partner with Finance and Operations teams to develop program budgets, monitor expenditures, and track key financial performance indicators.
  • Ensure that all programs funded by government contracts align with funder expectations, meet reporting deadlines, and maintain financial integrity.
  • Work cross-functionally to identify funding gaps, forecast budgetary needs, and develop strategies to sustain government-funded initiatives.
  • Metrics and Evaluation

  • Develop and track key performance indicators and metrics to measure the success of strategic goals, grantmaking outcomes, and publicly funded initiatives.
  • Collaborate with senior directors and program leaders to ensure evaluation frameworks are embedded across all programmatic efforts.
  • Use data and evaluation insights to refine and adapt strategies, ensuring responsiveness to community needs, funding requirements, and external changes.
  • Coaching and Team Development

  • Provide individualized coaching and mentorship to senior program leaders, helping them align program goals with strategic priorities and compliance requirements.
  • Foster a culture of innovation, accountability, and professional growth across the Impact team, grounded in equity and inclusion.
  • Build team capacity in strategic thinking, budget management, compliance, and program evaluation to drive impact and sustain funding streams.
  • Collaboration and Influence

  • Serve as a senior advisor and thought partner to the CIO, CEO, and other leadership, helping shape Liberty Hill’s organizational agenda and priorities.
  • Represent Liberty Hill to external stakeholders, including funders, government agencies, and community leaders, to strengthen strategic relationships and advance the Foundation’s mission.
  • Act as a key connector between internal and external stakeholders to ensure Liberty Hill’s strategies remain aligned with the needs of its partners, funders, and communities.
