Job Title : Lead Procurement Specialist Location : San Antonio, TX Type : Contract to direct Contractor Work Model : Onsite Hours : Monday - Friday 8 : 00 AM - 5 : 00 PM Position Overview : The Lead Procurement Specialist is responsible for medium- and high-criticality materials, equipment, and subcontracts sourcing events. This role requires expert-level knowledge of procurement processes and procedures. The Lead Procurement Specialist will also serve as a leader for small teams and may substitute for the Project Procurement Manager (PPM), performing PPM-related responsibilities when needed. This position develops negotiation strategies, assigns work, mentors junior procurement personnel (Procurement Coordinator I & II), and oversees sourcing activities across both estimating support during Deal Development and Procurement Execution from RFP solicitation through award. The Lead Procurement Specialist performs commercial bid evaluations, drafts recommendations for award, and leads bidder conferences. The role also involves supplier relationship management, coordination with internal and external stakeholders, and maintaining transparency with the Project Management Team (PMT). Responsibilities Manage full contract life cycle, administration, and supplier relationship management. Establish and implement contract management processes and ensure compliance throughout execution. Participate in project teams to ensure alignment on procurement and contract compliance. Identify issues, propose solutions, and support negotiations and issue resolution. Advise on Master Agreement program and contract development. Support Deal Development and estimating efforts, including issuing RFIs. Lead procurement execution for medium to high-criticality sourcing events, including : Researching and developing sourcing strategies. Preparing supplier lists and issuing RFPs and amendments for complex equipment, materials, and services. Developing performance-based scopes of work and understanding technical specifications. Creating and executing negotiation strategies. Conducting bidder conferences and facilitating communication between bidders and technical staff. Evaluating proposals, conducting supplier negotiations, and preparing award recommendations. Negotiating and finalizing supplier contracts and change orders. Supporting contract administration and subcontract management activities. Leading supplier kick-off and close-out meetings. Participating in weekly procurement meetings. Serve as a work leader for Level 1 and Level 2 procurement staff, providing mentorship, oversight, and support. Handle complex, high-profile technical procurements in a fast-paced environment. Maintain strong supplier, engineering, construction, and stakeholder relationships. Ensure compliance with System One procurement policies, procedures, and systems (Oracle, Dragnet, PPMS, etc.). Qualifications : High School Diploma or GED. Minimum of 5–7 years of related procurement experience. Strong ability to work independently, plan ahead, and communicate effectively with management. Proficiency in Microsoft Office Suite (Outlook, Excel, Word, PowerPoint). Detail-oriented with excellent organizational and time-management skills. Ability to manage multiple projects in a dynamic environment. Up to 25% travel may be required. Preferred : Bachelor’s degree (or equivalent experience in lieu of a degree). Experience with large industrial construction procurement. Exposure to multiple industrial market sectors. Prior experience collaborating with engineering teams and client interfaces. Experience with digital document platforms such as DocuSign or Adobe Sign.
