ABOUT THE POSITION

The City of Galt is now accepting applications for Senior Civil Engineer .

ADDITIONAL PAY (UPON ASSIGNMENT AND ELIGIBILITY) :

  • Incentive Pay Up to 5% incentive for City approved educational courses. Some Police Department mid-management staff may be eligible for up to 15%.
  • Longevity Pay Beginning at 10 years of service : 5%; 15 years : 7.5% for Non-Sworn mid-management employees. Beginning at 8 years of service : 2.5%; 10 years : 5%; 12 years : 7.5% for Sworn mid-management employees.
  • Bilingual Pay $100 per month.
  • Cell Phone Stipend $75 per month.
  • Medical-in-lieu Employees who waive the City's medical coverage shall receive $200 per month for employee only, $350 per month for employee plus one, and $500 per month for family.

BENEFITS :

  • Vacation Credit Those with 4+ years of prior public agency experience may request to accrue at a rate of 120 hours.
  • Vacation Cash Out Eligible employees may cash out up to 80 hours per year.
  • Sick Leave 96 hours per year.
  • Admin Leave 70 hours for exempt employees.
  • Health Insurance City pays a generous portion of the CalPERS medical premium (9 options); City pays 100% for dental and vision premiums.
  • Life Insurance City paid $50,000 policy and $1,500 policy for dependents.

    UNREPRESENTED MID-MANAGEMENT

    Under general direction, serves as project manager for complex professional engineering activities, including environmental program planning and compliance, design, construction, land development engineering, traffic engineering, water, wastewater, and storm water / drainage resources engineering, and other programs; ensures that functions meet all applicable laws, regulations, and City policies related to the Citys Capital Improvement Program (CIP), land development, traffic and transportation, and utility infrastructure; provides complex staff assistance to departmental management staff in areas of expertise; serves as subject matter expert in support of other City Departments; and performs related work as required.

    SUPERVISION RECEIVED AND EXERCISED

    Receives general direction from the Deputy Public Works Director. May exercise general supervision over assigned staff.

    CLASS CHARACTERISTICS

    This is the advanced journey-level registered (licensed as a Professional Engineer in the State of California) class in the professional engineering series. Incumbents are responsible for providing professional-level support to assigned management staff in a variety of areas of expertise. Performance of the work requires the use of considerable independence, initiative, and discretion within established guidelines.

    Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Monitors activities of the work unit; recommends improvements and modifications and prepares various reports on activities and projects; recommends and assists in the implementation of goals and objectives; implements policies and procedures.
  • Participates in the annual budget preparation; prepares detailed cost estimates with appropriate justifications as required; maintains a variety of records; prepares routine reports of work performance.
  • Oversees the development of consultant requests for proposal for professional and / or construction services and the advertising and bid processes; evaluates proposals and recommends project award; negotiates and administers contracts after award; ensures contractor compliance with City standards and specifications, as well as time and budget estimates; analyzes and resolves complex problems that may arise; recommends and approves field changes as required.
  • Conducts CIP planning activities; provides oversight and input into conceptual designs of engineering projects; investigates and resolves problems with scope of work or cost issues of major facility upgrade and replacement projects; ensures that projects are completed on time and within budget.
  • Prepares designs, specifications, plans, estimates, and reports for the development and modification of City infrastructure, including streets, traffic controls, curbs, gutters, underground utilities, and various facilities and appurtenances.
  • Analyzes, reviews, and administers plans and maps in conjunction with subdivision development in the City.
  • Analyzes civil engineering plan designs, specifications, and consultant and staff comments in accordance with design requirements and municipal and intergovernmental standards and regulations; recommends approval or additional engineering conditions and changes.
  • Meets and confers with contractors, engineers, developers, architects, a variety of outside agencies, and the general public in acquiring information and coordinating engineering matters; provides information regarding City development requirements.
  • Responds to and resolves various issues with residents, other department representatives, and outside agencies in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Assists in or manages design and construction projects for public works projects; ensures contractor compliance with contract documents, time and budget estimates; recommends field changes as required.
  • Conducts engineering and related studies, evaluates alternatives, makes recommendations, and prepares reports for the City Council.
  • Conducts studies and confers with the public regarding traffic and transportation issues; addresses traffic control and signage problems.
  • Confers with and provides information to property owners, contractors, developers, engineers, architects, and the public regarding conformance to standards, plans, specifications, and codes; explains codes, requirements, and procedures; evaluates alternatives.
  • Participates in City long- and short-range capital improvement and preventive maintenance activities.
  • Prepares and submits grant applications and administer grant agreements with local, State, or Federal agencies.
  • Interprets and administers applicable laws and ordinances governing engineering work.
  • Performs the more complex construction inspections to confirm contractual compliance to engineering and construction standards.
  • If appropriately certified, may be designated as the City Surveyor to review all final maps and write legal descriptions and prepare plats for easements, lot line adjustments, and other survey related issues in conjunction with capital improvement projects.
  • If appropriately certified, may be designated by the City Engineer as the person responsible for professional civil engineering work with the ability and requirements to sign and seal such work.
  • Conducts a variety of organizational studies, investigations, and operational studies; assists in developing policies and procedures such as procedure guidelines, design standards, and standard plans and specifications while ensuring that operation and maintenance, financial, regulatory, and legal requirements are met.
  • Acts as the City's liaison with a variety of committees, commissions, construction and design engineers, and developers; represents the City and the department in meetings with other public, regulatory, and private organizations.
  • Prepares a variety of written correspondence, reports, grant applications, plans, procedures, ordinances and other written material.
  • Attends meetings, conferences, workshops, and training sessions; stays abreast of new trends and innovations in the field of urban planning and other types of public services as they relate to the area of assignment.
  • Monitors changes in laws, regulations, and technology that may affect operations.
  • Manages specific engineering programs such as development review, assessment district administration, capital plan execution, and infrastructure replacement.
  • Operates a standard vehicle to travel to multiple locations in order to perform assigned tasks.
  • Performs other duties as assigned.
  • QUALIFICATIONS

    Knowledge of :

  • Principles and practices of civil engineering as applied to the planning, design, cost estimating, construction, installation, and inspection of a wide variety of municipal facilities, miscellaneous buildings and structures, and traffic and transportation systems.
  • Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
  • Principles and practices of environmental impact assessment and related regulatory processes.
  • Principles, practices, procedures, and standards related to City public works and infrastructure development and maintenance.
  • Principles and practices of CIP cost estimation and contract administration and evaluation.
  • Methods, materials, and techniques used in the construction of public works projects.
  • Basic principles and practices of municipal budget preparation and administration.
  • Practices related to surveying, including reviewing and preparing maps and legal descriptions.
  • Modern office practices, methods, and technology, including computer hardware and software applications related to the work, such as CAD and GIS and financial management programs.
  • Principles of advanced mathematics and their application to planning work.
  • Techniques for effectively presenting technical reports and information.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for representing the City in contacts with governmental agencies, community groups, and with property owners, developers, contractors, and the public.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.
  • Safe driving rules and practices.
  • Ability to :

  • Supervise, review, and evaluate the work of contractors and consultants.

  • Analyze and interpret engineering plans and specifications in accordance with design requirements and applicable standards.
  • Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards.

  • Assist in developing and monitoring an annual budget.
  • Manage and monitor complex engineering projects.
  • Negotiate and administer contracts.
  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.
  • Prepare and present written and oral reports, correspondence, policies, procedures, and legal descriptions.
  • Represent the department and the City in meetings with various agencies and groups.
  • Perform mathematical and planning computations with precision.
  • Coordinate assigned activities with other City departments and agencies.
  • Use tact, initiative, prudence, and independent judgment within policy and legal guidelines.
  • Organize and prioritize projects and tasks; meet critical deadlines.
  • Make sound, independent decisions within guidelines.
  • Operate modern office equipment and software applications.
  • Use English effectively in communication.
  • Establish and foster positive working relationships.
  • Education and Experience :

    Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical path would be :

  • Bachelors degree from an accredited four-year college or university with major coursework in civil engineering or related field.
  • Six (6) years of professional experience with emphasis in local agency residential, commercial, or industrial development projects. Experience in public speaking or teamwork is preferred.
  • Possession of an advanced degree is desirable.
  • Licenses and Certifications :

  • Possession of a valid Class C California drivers license and a satisfactory driving record.
  • Possession of a valid certificate or registration as a Professional Engineer in the State of California.
  • PHYSICAL DEMANDS

    Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City construction and development sites, including traversing uneven terrain, climbing ladders, stairs, and other points; operate a motor vehicle; read printed material and a computer screen; hear and speak to communicate. This is primarily a sedentary office classification; standing and walking between work areas and field inspections are occasionally required. Ability to lift, carry, push, and pull up to 25 pounds.

    ENVIRONMENTAL ELEMENTS

    Work in an office with moderate noise levels and controlled temperature; may work in the field with exposure to outdoor conditions; may encounter road hazards, weather, and construction sites. May interact with upset staff or public in enforcing policies.

    WORKING CONDITIONS

    Must pass a pre-employment physical and background investigation, including fingerprinting. Will be required to work in an office setting.
