ESSENTIAL DUTIES & RESPONSIBILITIES

General description of main / primary duties and responsibilities of the job, aptitude, level of complexity, span of control, autonomy, decision making and judgement. It is central and necessary to the satisfactory performance of the job. Includes the following and other duties as assigned.

Under limited supervision, this position will :

  • Responsible for designing, implementing, configuring and maintaining Enterprise ARC GIS platform and environment, to support high availability and scalability.
  • Requires deep expertise in spatial data architecture, application integration, and advanced automation using tools such as Python, JavaScript, and ESRI APIs, to develop scripts and tools to automate GIS workflows, data processing, service publishing, system monitoring, and task scheduling.
  • Lead and determine where integrations between GIS and other enterprise systems are needed and execute plan to implement project delivery to ensure real-time data sharing, alerts, and business logic are available.
  • Collaborate with the business, IT groups and executive stakeholders to understand business needs, gather requirements, and translate them into scalable GIS solutions emphasizing the effective use of GIS technologies and IT best practices.
  • Design, maintain, and support mobile and external GIS applications, including ArcGIS Online, Survey123 for ArcGIS, Azure Dev Ops and others. Establish which tools should be used for which purpose within the GIS realm.
  • Act as the subject matter expert on all tools and developments in the ESRI product world, and take ownership of GIS analysis, data structure, and development.
  • Advise IT and GIS management and team members on best practices, including security, data structure, web services, and GIS application development.
  • Initiate, plan, communicate, and oversee the deployment of new applications, existing application upgrades, updates, patches and bug fixes, while adhering to SOX Production Change Control policies and procedures.
  • Perform other duties as assigned.

QUALIFICATIONS

Education, Experience, Licensure (minimum level required)

  • Bachelor’s Degree from an accredited institution.
  • Field of Study : Computer Science, Geology, Natural Sciences, or related.
  • At least eight (8) years of experience developing scripts in GIS applications in Python, C#, JavaScript or Java.
  • At least eight (8) of experience designing, developing and maintaining enterprise GIS architecture.
  • At least eight (8) years of experience in an IT Role, providing Tier II and III support of applications and hardware.
  • At least eight (8) years of Energy or Oil & Gas Industry experience.
  • CORE COMPETENCIES

    List and describe the required factors (i.e. knowledge, skills, abilities, software programs), that are needed for this role.

  • Understanding of Gas Marketing and Gas Marketing applications needs.
  • Azure Dev Ops Server and or Azure Dev Ops Services support and knowledge.
  • Strong programming skills in Python, Net C#, using the ArcGIS Python API and Web2Py.
  • Technical understanding of Microsoft SQL, Microsoft Server, IIS, ODBC, DNS, TCP / IP, Windows, and a strong understanding of networking fundamentals.
  • Collaboration with teams across the business and within IT to integrate DevOps best practices. Able to cross-train and rotate to other applications or teams as business needs evolve.
  • Capable of ensuring that the Business teams safely contribute scripts and other applications to the Dev Ops Process and Support Dev Ops Team by providing additional visibility into the scripting process.
  • Demonstrate ability to create and maintain comprehensive documentation and adhere to documentation standards.
  • Ability to troubleshoot complex issues across multiple systems.
  • Ability to communicate clearly with all levels, from staff to executive, in verbal and written form, with both non-technical users and technical Information Technology functions and vendor teams.
  • SUPERVISORY RESPONSIBILITIES

  • Functions as an individual contributor with no supervisory responsibilities.

  • Regular business hours.
  • Available for on-call rotation and responsibilities on weekends and holidays for urgent issues or emergencies during off hours, as needed.

  • Regularly required to sit, stand, walk, and reach with hands and arms.
  • Minimally lift, push, carry and / or move up to 50 pounds.
  • Minimally be able to bend, stoop, crouch, etc.
