Job Description

SUMMARY :

The Public Health Institute (PHI) seeks a highly experienced Special Advisor for the Pacific Southwest Center for Emergency Public Health. The Special Advisor is a subject matter expert in emergency public health who will provide expertise, strategic guidance, and facilitation support across a range of emergency public health initiatives for the Pacific Southwest Center for Emergency Public Health. The position will provide expertise to improve partnerships and project outcomes, and advance public health emergency preparedness, planning, and response efforts.

The Pacific Southwest Center for Emergency Public Health collaborates with local, state, and tribal health departments across California, Arizona, Nevada, Hawaii and U.S.-affiliated Pacific territories to strengthen our region's capacity to prepare for and respond to public health threats. As one of ten centers funded by the U.S. Centers for Disease Control and Prevention's (CDC) Office of Readiness and Response, the Center is dedicated to advancing evidence-based public health emergency preparedness and response strategies. Working closely with tribal communities, we prioritize the adaptation and adoption of strategies that meet local needs and align with community priorities. The Center focuses on three key areas, developed in collaboration with regional public health and response partners during a year-long planning process : workforce surge readiness, weather related harms and illness, and risk communication.

IMPORTANT INFORMATION :

  • This is a 13% FTE position with a schedule of 5.2 hours per week. The incumbent will work remotely but must be based in the U.S. and be familiar with emergency public health issues in Region 9.
  • This is a time-limited position that is expected to last 9 months (January to September 2026). At PHI, a time-limited position is defined as regular employment with an expected end date of no more than one year from the beginning of the position. In rare circumstances, time-limited positions may be extended to a maximum total length of up to eighteen (18) months from the start of the employee's original time-limited position, or be converted to a regular position that is no longer time-limited.

  • Full pay range for this position : $69.36 to $108.31 per hour. The typical hiring range for this position is from $69.36 (minimum) to $88.84 (midpoint) per hour. The starting wage is determined using a variety of factors, such as the candidate's knowledge, skills, and experience, as well as internal equity consideration and budget availability.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following :

  • Provide technical expertise on project strategy, planning, and implementation related to public health emergency preparedness and response.
  • Develop, implement, and evaluate activities that enhance the adoption of evidence-based strategies and interventions (EBSIs) in public health emergency preparedness and response.
  • Advise project teams on building and sustaining cross-sector partnerships that enhance community resilience and public health emergency readiness.
  • Contribute to the development of tools, frameworks, and best practices that improve emergency planning and response capacity.
  • Facilitate meetings with stakeholders and implementing partners. Support collaboration, decision-making, and alignment of public health priorities.
  • Ensure the center's activities and deliverables are aligned with best practices / approaches around their areas of expertise : tribal and interjurisdictional coordination.
  • Review and provide feedback on project deliverables, reports, and proposals as needed.
  • Provide evaluation of program activities and outcomes as needed.
  • Provide other management consultations as needed.
  • Perform other duties as assigned.
  • QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and / or ability required.

    Minimum Qualifications

  • Master's degree and 17 years (or bachelor's degree and 19 years) of relevant experience.
  • Other Qualifications

  • Doctoral or advanced degree in public health, health policy, or a related field preferred.
  • Extensive experience in public health partnerships, emergency preparedness, and response at the national or international level.
  • Proven capacity to convene and facilitate focus groups; strategic, cross-sector partnerships; and high-level stakeholder engagements.
  • Excellent verbal and written communication skills.
  • Experience with strategic planning, and designing and delivering training programs with a dispersed team.
  • Strong initiative and self-motivation.
  • Excellent organization and time management skills.
  • High degree of flexibility and adaptability.
  • Good problem-solving skills and ability to analyze needs, design and develop interventions, and implement interventions for diverse groups in a wide variety of settings.
  • Good interpersonal skills with ability to build relationships with staff, partners and government leaders at all levels.
  • Proficiency with MS Word, Excel, MS PowerPoint, and other standard software.
