Position Summary

Serves as the initial point of contact for the SNAP Training & Education Program (STEP) grant project for Rogue Community College in Jackson and Josephine counties. Collaborates with the RCC GED / PCE team for the success of GED / PCE & concurrent enrollment STEP students. Maintains and retainsa caseload of STEP participants pursuing short-term vocational education options, 2-year programs of study, career pathways, or job search activities. Coordinates activities to address the needs of students and promotes student success for GED / PCE and college credit participants in the STEP Program. Monitors STEP grant project and makes recommendations to the program coordinator for program improvement to ensure that grant objectives are met. Communicates on a regular basis with faculty, staff, project members, Portland Community College Consortium, RCC Business Office, the Grant Accountant, and the Director of Student Engagement.

Examples of Duties - Essential Functions

Primary Responsibilities

1.

Administrative

  • Prepare and update tracking spreadsheets and student communications.
  • Assists students with online information form, STEP application for services and eligibility.
  • Assists STEP Coordinator with data collection and reporting.
  • Collaborates with department regarding program planning, information dissemination, and handouts.
  • Communicates program information to internal and external clients.
  • Document Support of Services in DHS reporting system (WOMIS)

Prepare and submit vouchers to AR for support of services for STEP students.

2.

Outreach & Case Management

  • Conduct outreach and communication with prospective STEP participants and partner agencies
  • Track and monitor participant progress
  • Refer students to appropriate internal and external resources as appropriate
  • Develop and maintain knowledge of college programs, career development, workforce development, market trends, etc.
  • Manage caseload of STEP participants pursuing GED / PCE, short-term vocational education, and career pathways
  • Maintain data integrity for grant requirements

    Other Duties

  • Follow all requirements as set forth in the Oregon Community College STEP Consortium Grant Guide.
  • Meet one-on-one monthly (required by the STEP program) with all STEP students to discuss barriers, set goals, and promote retention.
  • Serve as GED / PCE Academic Advisor for all STEP students.
  • Actively works to maintain and grow the STEP program.
  • Prepare and guide STEP students as they transition from GED / PCE to college.
  • May participate in College committees as assigned.
  • Engages in professional growth opportunities as assigned.
  • Performs other duties as assigned.

  • Screening Criteria

    1.

    Minimum Qualifications

  • Education - An Associate's degree in business, management, or psychology, or related area is required.
  • Experience - A minimum of three years of coaching, advising, program support and coordination and / or experience in project / grant work is desired. Experience in a community college or education is preferred
  • Only degrees received from an accredited institution will be accepted : accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609. Final candidate will be required to provide official transcripts for required degree.

    Preferred Qualifications

  • Bachelor's degree and experience in coaching, advising and a community college or academic setting are preferred.
  • 3.

    Essential Knowledge, Skills, & Abilities (Core Competencies)

  • Knowledge - College Student Affairs procedures and policies; assessment tools and data collection; computers and data systems, including word processing, spreadsheets, and data management; business English, composition, spelling, punctuation, general bookkeeping, and office practices.
  • Skills - Communicate effectively and respectfully with students and colleagues from diverse cultural and socioeconomic backgrounds; works collaboratively as a member of a cross-disciplinary team, and with community and workforce partners; strong organizational skills, administrative skills; customer service skills; verbal and written communication skills; computer skills preferably in Microsoft Office Suite® products; skills in planning and facilitating; recruiting, making presentations, and problem-solving. Ability to maintain confidentiality of sensitive and FERPA-protected student information. including Microsoft Office Suite ® products; organizational / prioritizing skills; basic supervisory skills.
  • Abilities - Demonstrate enthusiasm for the STEP project and participants; participate in program development; demonstrate commitment for student success; lead efforts to improve STEP student retention and success; recommend adjustments or changes to meet program needs; maintain confidentiality of records and sensitive material; participate in college-wide efforts to improve student retention and success; Conduct research and basic statistical analysis; keep detailed and accurate manual and / or electronic records; communicate professionally and effectively; manage multiple priorities and deadlines; represent the College and its programs professionally; use office and computer equipment and software; keyboard accurately at 60 wpm; establish and maintain effective working relationships with coworkers, students, faculty, outside agencies, and the public; set priorities and work well with minimal supervision; quickly learn software programs; and maintain confidentiality. Pass a criminal background check.

    Other Requirements

  • Knowledge of SNAP requirements.
  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver's License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

  • This position functions as an in-person work arrangement, working on-campus with either a set schedule or flexibility depending on operational needs.

    Physical Demands

  • Manual dexterity and coordination are required for more than half of the daily work period (about 60%) which is spent sitting while operating office equipment such as computers, keyboards, 10-key, telephones, and other standard office equipment. While performing the duties of this position, the employee is frequently required to stand, walk, reach, bend, kneel, stoop, twist, crouch, climb, balance, see, talk, hear, and manipulate objects. The position requires mobility including the ability to move materials, 5 lbs. or less daily, and 5-25 lbs. occasionally. This position requires both verbal and written communication abilities.

  • While performing the duties of this position, the employee is primarily working indoors in an office environment. The employee is not exposed to hazardous conditions. The noise level in the work environment is usually moderate and lighting is adequate.
  • Additional Posting Information

    This is a Full-time Classified, 40 hour per week (100%) position in the Student Engagement department. Starting compensation is entry level for Group 6 on the 2025-26 Classified Wage Schedule.

    Position is fixed term / grant funded through 9 / 30 / 2026, renewed annually, with continuation dependent upon funding. Fixed term / grant funded positions do not accrue seniority.

    Rogue Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
