Job description

The Senior Business Analyst provides advanced SAP functional expertise and acts as a liaison with Administrative Services [Payroll] and HR departments. The role focuses on configuring and developing cross-departmental business systems and applications supporting HR and Payroll functionalities. Responsibilities include designing and configuring SAP business processes, providing subject matter expertise in HR and Payroll, introducing innovative methodologies, supervising testing, and training City staff. The position requires solid experience with federal / state reporting and SAP Legal Change Packages (LCP) to assess system impacts. Additionally, the role involves troubleshooting SAP HR and Payroll functional issues, including interface problems between BSI, CalPERS, and SAP systems.

  • Experience with SAP SuccessFactors, SAP Fiori

Responsibilities

  • Manage SAP HR and Payroll business application issues, establish positive stakeholder relationships.
  • Troubleshoot SAP configuration defects and interface issues, lead problem-solving efforts.
  • Lead SAP Payroll year-end support pack changes, including project planning and coordination.
  • Review federal / state reporting requirements and SAP Legal Change Packages (LCP).
  • Capture business requirements, work with end-users and IT on process changes.
  • Develop functional specifications for IT programming modifications.
  • Resolve SAP HR and Payroll issues, guide users, and provide training.
  • Analyze departmental processes, recommend re-engineering based on SAP best practices.
  • Design and develop reports in collaboration with technical staff and end-users.
  • Develop and implement business policies.
  • Perform other related duties as required.
  • Minimum qualifications include a Bachelor's Degree in relevant fields and five years of experience in payroll, HR systems, or related areas. Payroll experience in a PERS agency is preferred.

    Knowledge, Skills, and Abilities

    Requires knowledge of supervision principles, SAP systems, business process analysis, payroll processing fundamentals, and effective communication skills. Skills include employee training, project management, technical data interpretation, record keeping, decision-making, and interpersonal communication.
