Job description

Overview

Gaston County Animal Care and Enforcement was established to provide for the health and safety of citizens and protect them from animals and the threat of animals. The mission of Animal Care and Enforcement is not only to enhance the safety of citizens, but also to ensure the proper care and treatment of animals. This is accomplished through animal-related services, which reflect our professionalism and a concern for responsible pet ownership.

An hourly salary range of $22.45 to $26.10 is anticipated for this position.

The duties listed below are not all that may be assigned, but are considered essential for an employee to perform.

Responsibilities

  • Administer the department's budget by monitoring revenue and expense accounts, directing and advising management on purchases and expenditures to assure compliance and quality control. Review and prepare purchase requisitions and vouchers at the request of the division commander. Create purchase orders from authorized requisitions. Process all invoices received and generate check vouchers.
  • Develop the department's annual budget. Review and complete monetary figures and narratives in the department budget. Guide the management team in preparing the annual budget by providing explanations, background information, and anticipated costs and revenue for individual accounts to formulate an effective / efficient budget.
  • Perform various supervisory tasks, including scheduling, processing timesheets / payroll for subordinate employees, completing performance recommendations, recommending disciplinary actions, supervising assigned personnel, monitoring reports, and record-keeping activities filed by designated personnel for completeness, accuracy, and adherence to policy.
  • Facilitate effective relations with the public, within the department, and county government or other governmental units by handling phone calls, correspondence, and visitors. Evaluate the information, need, or issue, as well as its importance, and handle it independently or direct it to the appropriate person so that it can be addressed appropriately.
  • Plan, direct, organize, and participate in operations and maintenance activities and objectives within the animal shelter. Contact those involved or invited to communicate the purpose, time, and place. Represent the department at various functions throughout Gaston and surrounding counties.
  • Prepare all formal correspondence from the shelter administrators, including letters, memos, personnel actions, etc., by taking verbal or written instructions and creating a professional document tailored to the purpose and situation.
  • Resolves operational problems, develops and implements new programs, methods, and procedures to increase efficiency and quality of work, and determines the best course of action in the completion of assignments in assigned areas, including setting priorities.
  • Maintains reports and documents for accurate, up-to-date information on programs, operations, maintenance activities, and incidents.
  • Ensures maintenance of printers, phone lines, credit card machines, computers, etc. Maintains inventory and supply orders for paper products, printer supplies, envelopes, etc.

Qualifications

  • Associate's degree in Secretarial Science, Business Administration, or other related program.
  • Two years of advanced clerical administrative experience involving records management.
  • Exposure to a computerized records management system is required.
  • The candidate selected must undergo and pass a drug screening test prior to employment.
