The Project Manager IV (PM-4) is responsible for overseeing and implementation of a series of phased projects under Hetchy Capital Improvement Program (HCIP). The PM-4 will also be responsible for management of the projects in their purview, in addition to overall management of HCIP projects in their program area.
The projects managed are highly technical and complex and will require a great deal of planning, analysis, and communication. The PM-4 is required to lead the project teams in system analysis and development of technical alternative solutions involving the input and consensus of civil, mechanical, and electrical design engineers, operations, and maintenance staff. Detailed design and construction of the selected project alternatives will involve civil, mechanical, electrical, structural, process control, cathodic protection, and maintenance access engineering.
The PM-4 will oversee projects in their region, prepare timely project budget / schedule updates, scope analysis, troubleshooting, and analysis of project alternatives. The PM-4 will interact with the SFPUC Commission, SFPUC Executive Management, Technical Steering Committee, and various key project stakeholders from the Operating divisions. The PM-4 will review and approve critical path schedules, collaborate with Operations on shutdown schedules, and forecast project spending plans. The PM-4 will report project progress on annual, quarterly, and monthly basis, and provide project inputs on scope, schedule, and budget to the 10-year capital program.

Nature of the work :
If the candidate selects his / her primary office to be the SFPUC headquarters, the candidate is required to commute, at least 1 day per week, to the HCIP site office located in Moccasin, California, and / or periodically visit, as needed, to remote project jobsites for the purposes of :
Some of these meetings can be attended remotely via video teleconference, but some meetings may require the candidate to be on site. The PM-4 will be expected to promote good relationships with other City staff, consultants, and contractors by attending most of the meetings with face-to-face interaction.
If the candidate selects his / her primary office in Moccasin, then the position requires periodic commutes during the week or month to the San Francisco Public Utilities Commission headquarters building, at 525 Golden Gate Avenue, for important meetings, as needed, with senior City staff or other consultant or stakeholder staff.
The City and County of San Francisco Department of Human Resources is instituting a 4 day in office, one day remote agreement effective August 18, 2025.
Limited living accommodations may be available in the Moccasin cottages or the bunkhouses at Moccasin or Early Intake for overnight reservation for multi-day project commitments.
Minimum Qualifications :
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications :
The ideal candidate should have extensive experience in industrial facilities, utilities, infrastructure water and power facilities projects in all phases of the project planning, environmental review, design, construction, and closeout using project management processes and area knowledge. In addition, experience in capital planning, and using software such as Primavera P6, PowerPoint, Excel spreadsheets, Outlook, and Word is a plus. Possession of P.E. license in state of California and the Project Management Professional (PMP) certification from Project Management Institute (PMI) is highly desirable.
